Strengthening the Global Movement for a Culture of
Peace (GMCOP)
Strategy Document developed by Youth Advocacy Team United Nations, New York,
October 2005 Version 29 Oct 2005
A) Objective The
objective of this project is to strengthen the Global Movement for a
Culture of Peace (GMCOP) through creating awareness, consolidating
sustainability, facilitating and monitoring the implementation of
the UN Programme of Action on a Culture of Peace (A/RES/53/243 B)
including a long term goal of a global network of local sustainable
and democratic governmental and non governmental institutions as
well as academic settings conforming to the principles of a culture
of peace.

C) Resource Analysis
1. More than 700 entities in more than 100 countries contributed
to the Civil Society World Report on a Culture of Peace (CSWR)
2. More than 300 additional organisations registered with the
Decade Office and did not submit reports to the CSWR. 3.
Additional thousands of organizations are listed in the World Report
as partners. 4. Thousands more entities were contacted about the
CSWR during the process of its development and did not respond.

F) How to Choose GMCOP Partners Partners
should have values and activities coherent with the UN Programme of
Action for a Culture of Peace. This should be dynamic rather
than static; i.e. organizations should be encouraged to move toward
culture of peace values and actions. (As this is very general, we
need to make the criteria more specific and to include additional
conditions. This should be one of the priorities in the next
steps of our work.)
-->It may be useful to create "partner
categories", from an individual level (staff, interns, volunteers,
COP promoters/ambassadors, sporadic contacts) to group levels
("member entity", collaborating entities, etc), based on interest,
resources and commitment.
-->Put a priority on partners
who can contribute to a global network of local sustainable and
democratic institutions conforming to the principles of a culture of
peace.
G) Current Challenges, Needs and Possible Strategies
AWARENESS 1. Many organisations and entities work on one
issue, and do not relate their issue of focus to COP --> Need
to inform organisations of integral proposal of COP, mainstreaming
COP --> Need to ensure entities can work on their issue of
focus and simultaneously COP
2. Many entities report that
there is not much clarity on COP and what it is, and that existing
information is too vague. --> Need to come up with short,
concise definitions of COP, keeping in mind the culture of war
--> Need to come up with concrete examples of work and
activities which promote COP --> Need to revise existing
documentation and come up with concrete, specific language and
documentation
3. There is little knowledge about COP in
society and in schools --> Need to reach out to teachers and
parents --> Need to look at integrating COP into curriculum,
combining with already existing curricula on issues such as
Sustainable Development (or any of the other eight sub-points in the
Declaration) --> Need to prepare pedagogical and didactic
teaching material on COP for use in formal and informal education
4. Most media does not write about the Culture of Peace
--> Need to inform media more often on COP events and
activities --> Need to use alternative media, including
Internet for CoP news
SUSTAINABILITY 5. We have
difficulties in finding funding for COP --> Need to look for
ways to secure sustainable funding for international and regional
events and COP work --> Need to include fundraising
activities in all COP-related work in the future --> Need to
ask Ministries of Foreign Affairs to donate annually to COP
activities, according to A/RES/53/243 --> Need to ask
possible partners in network to voluntarily contribute to a GMCOP
Fund
6. Organisations and individuals with lots of energy
and little knowledge of how to help --> Need to clarify what
needs doing and what tasks can be shared --> Need to set up a
volunteer database for skills, time, commitment and preferences
7. Possibly lacking sustainability in personnel due to
economic insecurity --> Need to secure funding for paid
positions and internships for the GMCOP --> Need for support
to individuals who get involved, ensuring their well-being
8. Develop a systematic programme of youth leadership
for the GMCOP based on the model of the Youth Advocacy Team at the
UN in October 2005, with training, activity and concrete results.
9. Develop a programme on information and training as well
as project skills and action activities on the field according the
principles of CoP
10. Relate both programmes 8 and 9
to existing ones in formal and non formal level as well as academic
institutions.
IMPLEMENTATION
9. In many
countries, there is little activity on local and national level
--> Need to promote and support local and national COP
events, activities and programmes --> Need to exchange ideas
on how to organise local and national COP events, activities and
programmes
10. Establish Timelines and Programme of
Activities with identified focal points and identified organizations
/ individuals to work as links for further cooperation and
programmes.
Use end of Decade in 2010 as a date for
medium-term goals, including preparation of a final report from
Civil Society
The long term goal, of course, is the
establishment of a global culture of peace, but we recognize that
there are many intermediate steps before that can be
accomplished.
Consider use of Manifesto 2000 as a personal
commitment to the culture of peace in everyday life.
MONITORING AND EVALUATION
11. Continue monitoring
United Nations actions, debates and resolutions on culture of peace
and related issues such as the Alliance of Civilizations -->
Need to start planning soon for another two-week advocacy project at
UN for October 2006, perhaps focusing on EU participation in
drafting and co-sponsoring the annual culture of peace resolution
--> Individuals should monitor the work of the delegations
from their own countries, or groups of countries in which they are
interested
12. Monitor mass media coverage of culture of
peace --> Need to get more people to monitor the media and
contribute to the COP News Information Board on http://www.decade-culture-of-peace.org/
13. Monitor actions at a national level to see if they are
improving (or not) in terms of culture of peace principles
--> Relate to ongoing projects of culture of peace indicators
14. Build evaluation into all projects 15. Link the
existing programmes related to same issues in order to strengthen
actions whithin them.
H. One Possible Dream Scenario
