2. a) What changes in youth policies do you think
the government/leadership in your country should make to promote a
CoP?
UNOY Peacebuilders is an international organisation and
though the response to this question could be quite varied, the
following observations could be made in relation to
it:
-Suggesting more specific educational policies to the
relevant governmental and inter-governmental bodies -Make funds
available for youth-peace related activities and
events -Government policies, as in many countries such aim at
changing youth attitudes of dscrimination and disrespect through art
work -Peace educational programs -There should be greater
efforts by states to involve youths more in making decisions that
affect them -There should be greater support of the National
Youth Councils in the countries where they are found and to support
efforts at creating others in regions where they
aren't. -Governments should introduce policies that help youth in
furthering their education -Peace education for youth, civil
service, adults and private companies can be supported -Support
other civil society initiatives that promote the CoP one way or the
other
b) What CoP youth activities/initiatives do you think
the UN should support?
-Support local initiatives at
peacebuilding and conflict resolution -The U.N should support
civil society initiatives especially in the area of peace
education -Support youth efforts to involve in exchange
programmes and cross-border networking -The U.N should promote
CoP at more local level
3. Do you have any suggestions or
recommendations for improving youth participation in CoP activities
on any levels (UN, government, civil society)?
-More access
to governmental structures -Recreational programs for youths
coupled with CoP -Increased support to the National Youth
Councils by national governments -Greater collaboration with the
NYC by the relevant U.N body such as UNESCO and the
UNICEF -Involvement of youth opinion at commuity level in
decison-making, which most often affect youths -There is need for
greater publicity -The government and the UN should be encouraged
to take CoP more seriously and actively promote it. -Youth
membership to high profile organisations such as the national youth
councils should be encouraged
4. What could be done to
improve/ensure transparency and flow of information in promoting the
CoP?
-Good and client-friendly website -Publication of a
newsletter as HAP did in the past. -A consultative process
should be introduced that involves youth-led organisations and
youth-serving organisations.
-One central platform such as a
website where infromation on youth organisations can be available
and shared. -Publications on youth activities should be
encouraged. -Active engagement by governments and civil society
with youth groups
5.To ensure the best possible return of
a voluntary fund for youth and CoP, how should it be
managed/administered?
-It should be an international youth
body and co-managed -The fund should be managed by a global
management team made up of representatives of the lead organisations
promoting the CoP and others from other parts of the world
-A
monitoring system to assess the needs and impact of funding to
applicant organisations should be instituted. This should involve
annual reports and evaluation sessions.
-Criteria should be
set out that establishes the basis for awarding funds to applicant
organisations.
-Independent body made up of youths, NGOs and
national representatives -A board of governors consisting of
youth, civil society and government representatives -A
co-management system as in the model of the Council of Europe Youth
Directorate should be introduced. -Participatory approaches
should be utilised where the organisations should have an active
voice in decisions that affect them
6. How can youth not yet
involved in CoP activities be reached and
motivated?
-Formation of youth clubs -Spread information
and wider outreach through media with special focus on youths.
-They can be reached through education, publicity and through

-Building long term partnerships with youth organistions
-Provide opportunities for networking on a local and national
level -Support current communication activities and instruments
aimed at reaching youths both at the local and national
