In view of proposal to
creating a youth fund to support youth and youth organisations to
develop projects promoting a culture of peace.
Main needs
(financial and non-financial)
Support at the various levels
they work with:
At National/ local level in implementation
of their programmes/activities. Their most important impact is work
at local level. For example, in Argentina there are 45.000 members.
At advocacy at global and national levels: links and
partnerships with other international organisations (United Nations,
World Bank, ILO) on relevant issues for youth (e.g. employment,
youth participation)
Support to gather evidence of impact of
their work. It has been difficult to measure the results of their
work using indicators developed by economic or development
approaches. Their non-formal education work involves working with
children and young people, from 7 to 21, so it is a long-term
educational process. Most evaluation criteria refer to short-term
project indicators. They receive requests to assess for example, how
many people were benefited directly from their work and it has been
difficult to fit their long-term proposal into these frames. It is
also costly to develop these evaluations with professional and
technical expertise.
Their work for peace
Mr. Romboli
expressed that peace is a fundamental theme for them. They have
developed the Project “Gifts for Peace” to celebrate the 100
anniversary in 2007 of the creation of the Scouts Movement. It
encourages actions which make a difference in the lives of their
communities.

“Every
Scout in the world making a contribution towards peace to mark the
100th anniversary of Scouting in 2007. The subject of peace,
specifically peace education, has always been a fundamental part of
Scouting. Scouting recognises the need for renewed action to combat
the problems which we all face; chief amongst these is the need for
a more peaceful world achieved through a culture of peace, and not
simply the absence of war. By focusing on the development of the
individual and by striving towards an ideal of fraternity and
understanding, Scouting already plays a tremendous, although
indirect, role in the promotion of peace at all levels. This 100th
anniversary is an excellent time to celebrate the work which has
been done by Scouting in the cause of peace and to demonstrate
publicly our commitment, as a Movement, to creating a more peaceful
world and linking with others having similar aims. It was decided by
the 36th World Scout Conference in Thessoloniki that during 2007
each National Scout Organization should present a Gift for Peace and
that these gifts should be the result of work accomplished by young
people since 2005. It will be an enormous achievement when, in 2007,
every single Scout in the worldwide Movement can say what has been
done for peace. “
Opinion about the proposal
Regarding
the question of how it should be administered and about the idea in
general, it was difficult to give an opinion as it is necessary to
know more in detail what the proposal is about. If it is a
co-managed initiative, involving the United Nations,
governments, National Youth Councils and leading youth international
organisations, they would, in principle, support the initiative and
if the Scouts are supported by it/ benefit from it.
