1.
Objectives
Given that youth in Western countries have
more access to resources, this Fund needs to focus on local
grassroots initiatives by young people, especially in the South.
Create a forum with representation from all youth
organizations globally, work with other initiatives to give youth
more of a voice. Its purpose should be clear: to promote
Culture of Peace for Youth as described by the U.N.
Most
important: Create an awareness among youth, in addition to
promotion. (outreach, educate youth) Success will depend
upon having viable infrastructures at a grass roots level.
Will this always be possible, e.g. will we have access to, or
be able to find an, organization that can receive funds in Freetown,
Sierra Leone? That is a key challenge.
2.
Actions/Projects to be supported
See individual survey
responses. Should be as localized as possible, e.g. topic to be
addressed.
Give a priority to local income-generating
projects so that they they can become independent and
self-sustainable.
3. Administration/Management
a.
Youth know the needs and should have a voice
b.
Administration should be truly international.
c.
Administration can be done by international teamwork with a minimum
of meetings through the use of IT and an open Internet
forum.
d. Do it with the least bureaucracy
possible.
e. Decision-making should be done by people with
ongoing experience on the ground (through IT).
f.
Allow for regional decision-making. For example, in So. Asia
there are regional needs that may be different than those in
other regions.
g. Assure a balance between gender and
youth/adults on administration, as well as regional balance,
assuring that each region/continent should be
represented.
h. Rotate decision-makers.
i. Take
measures to avoid potential corruption. Build the monitoring
and evaluation into the process. Take advantage of
local/regional traditions that assure non-corrupt use of funds.
