1.a) In order to improve Culture of Peace, youth activities would start with training programs on the CoP subject. Democratic participation is an important point for culture of peace program. In order to support that, participation of youth to governance in local areas is very crucial for the improvement of mutual understanding, tolerance and solidarity. Our organization is also facilitating this kind of programme; Local Agenda 21. Since 1997, we are executing the youth component of the Turkey Local Agenda 21 Program, in partnership with International Union of Local Authorities and United Nations Development Programme.  We are continuing our activities geared towards establishment of partnerships and of local youth councils and youth centers in around 70 provinces in Turkey. The most significant point in this programme is that young people from different backgrounds and ethnicities work together to enable youth to take part in decision making. Local Agenda 21 National Youth Parliament provides a civil platform for young people where there is diversity within unity.

Another point of Culture of Peace is about creating socio-economic platforms for economically and socially poor regions in order to achieve sustainable development for the youth of these regions. In that point our organization is carrying out the South East Anatolia Region Social Development Programme for Youth since May 2001, in partnership with the United Nations Development Programme and South East Project Regional Development Administration. South East Anatolia is one of the underdeveloped regions in Turkey. On this programme, 9 Youth centers have been established in the project cities in order to create social platforms for young people, to enhance their capacities and to enable them to take part in decision making processes. More then 55.000 young people have been reached via the youth activities and social capacity development programs organized within the framework of this project. It is crucial to stress that the last phase of the project focuses on youth employment.  Job opportunities have been provided for young people through protocols signed with local governments and local private sector.

Another youth activity would be improving and supporting the creativity of youth by realizing their projects. This would also contribute culture of peace with the aim of bringing all youth from different platforms in a common point for their projects. Our organization has established partnerships with UNDP and Coca-Cola to create a “Life Plus” Youth Fund.  The Fund finances 100 youth projects within five years with a direct contribution of $5000 to $15000.  

b) In order to facilitate youth activities in Turkey, support of different stakeholders shall be acquired.

c) Youth for Habitat targets the establishment of a youth academia in Istanbul where young people from Europe and Middle East can get together to discuss the fundamentals of Human Rights. The aim is to provide young people a variety of trainings on conflict resolution and Human Rights and to provide platforms where they can share their ideas and experiences.

d) Support of the government, public sector, private sector and international organizations is needed.

2. a) Youth Association for Habitat has been following the youth agenda at the international platform (it is the member of different youth bodies of international organizations including it’s being a bureau member of the Advisory Council on Youth of the Council of Europe) to enhance youth policy development both at the international and national arena.

Turkey lacks an integrated youth policy; an integrated policy that is established / supported by the government would definitely empower youth activities in Turkey promoting CoP.

In addition the support of the Government for non formal education on Human Rights and cultural tolerance would promote CoP.

b) The UN support for the youth projects provides legitimacy to the youth sector.
