Topic: Strategies to promote and implement Culture of Peace in governmental policies

1. Create demand for such by implementing in governmental and private universities graduation, post-graduation and extension courses on Culture of Peace, Peace Education, Human Security, Non-Violent Conflict Resolution, Peace Research, Non-violent Social Transformation, using History and other connected themes.

2.Form partnerships with other fields of knowledge that already have a natural calling for Culture of Peace, and that are taking action within their fields, for example: Health - the movement started by the WHO to humanize services rendered to patients; Law - the Restorative Justice Movement; Environment - mobilization of the Green Peace and Simpler Living trend; Education - the Education for Peace trend that started with Maria Montessori (Spain is reference in this subject); Economy - the banks of the poor (Seva Bank and Grameen Bank, and also cooperatives; Agriculture - the organic producers; Spirituality - the inter-religious dialog institutions; Politics - International Transparency, etc.

3.  Create specific Culture of Peace sites where each country can find, in their mother tongue, the Culture of Peace reference documents of the last decades, that were produced by the UNO, and also other complementary documents such as, for example, the Earth Charter, The International Court, the Kioto Agreement, etc.

To maintain an international forum where dialog is free is also a most important leverage, as initiatives that start in one country can serve as a model or inspiration for other cities or countries.

The experience of Lia Diskin and Palas Athena in São Paulo (Brazil) provides a model for all of us working for a culture of peace in other parts of the world, and we should consider and study these proposals with special care.

As Lia and I wrote in an article for CPNN (the Culture of Peace News Network), local government commissions for the culture of peace are spreading in Brazil. They are the outgrowth of the Comitê Paulista of the Culture of Peace, established in 2000 for the International Year for the Culture of Peace by UNESCO, the City of São Paulo and the Association Palas Athena.

In the last few years, three other commissions have been established in the cities of Itepecirica da Serra, São José dos Campos and Diadema, all within the State of São Paulo. Three other cities are awaiting approval by the National Congress of Brazil: Curitiba, Ribeirão Pires and Cotia. Curitiba is the first to be in another state (the state of Parana). Also the Municipal Chamber of São Paulo is preparing the papers for official recognition.

They have established a website that provides a model for the third point with Culture of Peace reference documents of the last decades translated into Portuguese.
