1. a) If funds were available, what youth activities related to a CoP would you to do as an individual?
- Design, host and update web portal on CoP in Nepali and English focused on Nepali context (as priority) -
Encourage my network (existing linkage) of development professionals
and activists to promote CoP in their regular activities by providing
technical support and know-how. - Awareness raising on CoP and
sensitize local development activists to mobilize citizens forums to
influence policy and reformulate it as per people’s aspiration.
b) What non-financial support do you need to do these activities?
- Availability of update information, materials about CoP and organizations working for it. - Participation in training, workshop on CoP. - Technical support in making web portal more interactive.
c) If funds were available, what youth activities related to CoP would your organization like to do?

Formation of a network of local youth organization and strengthening
their capacity to mainstream CoP into development project. -
Training on CoP to media professionals and encouragement for CoP
reporting as media plays vital role in mass awareness and consensus
building. - Capacity building of non profit organization (I/NGOs) in
gender equity and social inclusion (GESI) and mainstreaming GESI into
development. - Capacity building of civil society organizations into inclusive democracy and democratic process/ constituent assembly.
d) What non-financial support does your organization need for CoP activities?

Technical backstopping that includes information about CoP activities
around the world, sharing of best practices, case studies, latest
update regarding UN resolutions (concerned ones), and exchange of
volunteers, support in networking and coordination with external
organizations and influence (sometimes) to national government
regarding policy reformulation as per the consent and demand of its
citizens.
2. a) What changes in youth policies do you think the government/ leadership in your country should make to promote a CoP?
- Government should strengthen the Peace Secretariat equipped with resources and authority. The secretariat should not be influenced by party politics. - Documentation of government’s effort for CoP and appreciation of those individual and organization doing good promoting CoP. -
Formulation of youth policies and integration/ inclusion of youth from
all caste, community and ethnicity. Involvement of youth in every
youth-concerned policy formulation, refinement and enforcement. Youth
from all parts of Nepal should be involved in this, not just from the
capital city. Better, if cluster level forum should be created and
mobilized to promote networking among youth from grass root to central
level. - Provision of youth quota in every decision making body of
government structure. This should be done from village level government
body to central level ministry.
b) What CoP youth activities / initiatives do you think the UN should do?

I think some of UN agencies like UNHCR, OHCHR, OCHA are doing project
on CoP but as concerned to youth, UN should implement youth-focused CoP
activities like free flow of information, democratic participation,
education for a culture of peace, international understanding,
tolerance and solidarity and international peace and security. -
Other project the UN should do is empowering civil society organization
to implement and mainstream CoP in development and strengthen
government capacity on CoP as well as play a role of catalyst for
government agencies for people’s focused policy formulation.

Do you have any suggestions or recommendations for improving youth
participation in CoP activities on any levels (UN, governments, civil
society)?
At UN level;
- UN should promote CoP in all its activities. (mainstream CoP) - Inclusion of youth in UN project and policies. -
Provision of youth in UN project as volunteer and intern. This facility
should be open to rural youth as well as other beyond the highly
qualified and foreign-educated. - UN should be open to all people
and organization. Community-based organizations and local organizations
should also get preference in UN activities and partnership
opportunities.
At government level;
- Youth policy should be formulated considering the CoP. - Provision of youth-friendly services and polices in government structure and operation of its activities. - Peace Secretariat should be strengthened and its branch should be opened at every province/ districts. - Organization working on CoP should be facilitated and encouraged.
At Civil Society level;
- CoP should be among the main issues of civil society. - Civil society should be mobilized for CoP activities. - Inclusion of grass root level organizations should be done at civil society movement on CoP. -
Civil society movement should not always be headed by dominant groups.
Leadership of ethnic and marginalized groups should also be encouraged. - Transparency among civil society organizations should be promoted and facilitated. - Civil society movement should not be influenced by donor’s requirement and party politics.
4. What could be done to improve/ ensure transparency and flow of information in promoting the CoP?
Each
and every activities concerned with CoP should be made available to
people easily, e.g. provision of website, holding board, newsletter
etc. Fair and equitable allocation of resources should be promoted.
Project and policies designed for CoP should also be available at local
language with maximum use of audio-visual materials. Documentation and
other means of communication or donor requirement should be made easy
to understand and grass root level organizations should be given
flexibility while imposing with all high level administrative and
financial burden and requirement of donor agencies/resource providers.
Public audit should be done not only at grass root level but also there
should be some provision to audit the development aid at higher level.
Local people should be involved in policy formation and project design
till monitoring and evaluation.
5. To ensure the best possible return of a voluntary fund for youth and CoP, how should it be managed/ administered?
It
should involve youth from all walks of life, especially to the
excluded, marginalized groups. Youth and CoP focused intervention from
grass root level and that’s also from developing countries should be
preferred. Effort should be made to incorporate youth/ CoP project with
existing development structure and mainstreaming this issue.
Contribution from local level, involvement of local youth, and
mobilization of larger community, culture-sensitive and practical
project should also be highly encouraged.
Management/
administrative cost should be more than 10 percent of the total fund
available if this is not directly support the program activities.
6. How can youth not yet involved in CoP activities be reached and motivated?
- Cluster level youth workshop on this issue should be organized and their consent should also be considered. - CoP project/ activities should focus on design an inclusive framework that brings youth from all walks of life. - Widely dissemination of information regarding CoP should be done by using various means and structures. -
CoP activities should be formulated in such a way that enhance the
professional skills and knowledge of youth and that have direct
positive impact on youth’s career and professionalism.
7. a) Which other organizations do you know of, that work for a CoP?
A couple of organizations’ work contributes to CoP ranging from grass root level to national level.
b) Would you be willing to contact them or may we contact them with the questionnaire? Please specify.
We’ve
contacted some of them while filling this form. Because of the time
constraints, we did not manage to have all of them (in our network) on
board to discuss broadly on this issue.
