Q1-a
Organize study session on ecology issues or "media study session".
Understanding
of the existing problem/issue is the most important thing so I'd like
to give opportunity for people to visit the site with ecology problem.
Q1-b
Support
through providing the "know-how" (knowledge and skills) to solve the
problems. Studying through books isn't enough so cordination of
practical training will help.
Q1-c
Many things can be done.
Promote environmental financing, ecology saving, selling govt bond with
environmental concerns (something that give micro credt, initiative to
grow awareness of the activities in the field of ecology.

Nations should not be doing any initiatives directly with citizens.
They should be a supporting role. Working with the government, it
should help creating the environment that help citizens to do the
related initiatives.
Q2-a
I don't know much about youth policy in Japan so I cannot comment on that.
Q2-b
UN should support the citizen's initiatives. It can improve the environment to make it easier for citizens to do their work.
