Questionnaire

1.  a) If funds were available, what youth activities related to a CoP would your organization like to do?

i)  Promotion of inter-cultural understanding among the youth in the SAARC region through cultural exchange programmes and by promotion of tours by the cultural groups of different countries; Promotion of peace through traditional art forms like dance, theatre etc. which encourage peaceful co-existence and a sense of common destin. High-lighting new role-models who excelled in the creation of knowledge and wealth for their own benefit as well as for the benefit of the whole society.

ii) Awareness and initiation in to the newly adopted Right to Information Act, 2005 which can empower young people in order to reduce administrative delays, corruption, bureaucracy, etc. which in turn would enhance their faith in democratic institutions of the country, without resorting to violent solutions for social justice.

iii)  Observance of International day of Tolerance and related activities in schools and colleges.

iv)  Under the appellation of Flat Culture, we are promoting a new urban culture in the concrete jungles under which we are trying to bring together the resident welfare associations  so as to model them as local communities of sharing and caring, self-managing and practicing direct democracy.  It is an experiment in direct democracy and self-management by the residents.

b) What non-financial support does your organization need to do these activities?

Documentation on the concepts and capacity-building for management skills,  Training in techniques of monitoring and evaluation; sharing results of new research on new techniques for changing the attitudes, behavioural patterns and urban social transformations. Studies on the aspirations and expressions of young families in urban environment. Possibilities for meetings and exchanges among youth. Support to and participation in our 4th biennial conference of SAARC youth; bringing the results of these meetings to the attention of the regional authorities, pleading for follow up action. Campaigning for observer status for youth in national, sub-regional and regional meetings of the governmental and on-governmental organisations.

2.      a) What changes in youth policies do you think the government/leadership in your country should make to promote a CoP?

Bi-lateral and multi-lateral accords in South Asia for reserving places in the educational institutions  for the youth of neighbouring countries; reciprocal arrangements  for scholarships. Travel grants, promotion of artistic talents; Promotion of inter-regional sports; adventure events,  Encourage youth participation in the national e-governance.

b) What CoP youth activities/initiatives do you think the UN should do?

Compaign for harmonious youth national  policies; adopting model national youth policies; promotion of cultural exchanges; extensive recognition of youth organisations from the developing countries and from different continents as observers in the UN meetings at national, regional and international levels.  Support to the national and sub-regional youth organisations who are working for regional cooperation. Apprenticeships for students in the UN related institutions or in the related organisations, like in the World Bank, regional banks, UNV, UNDP, UNICEF, UNESCO, etc.

OPTIONAL QUESTIONS

3.      Do you have any suggestions or recommendations for improving youth participation in CoP activities on any levels (UN, government, civil society)?

UNDP, UNV, UNESCO: to take more youth to work in the CoP programmes;

Governments: in educational policies, to integrate cultural studies in the technical studies; part-time social studies; in the delivery of the benefits to be distributed by the government, such as, the scholarships. More transparency in the way the scholarships, etc. are awarded.

Civil society: involving youth in the self-management in the areas in which they live, such as, educational institutions, participation in the local Resident Welfare Associations and in the implementation of government schemes. Highlight new role models who are not power-based politicians but who contribute knowledge and wealth to the society as a way of life. Obsession with power politics should be discouraged. Excellence in cultural fields should be set as models to be emulated but achievements through politics.

4.      What could be done to improve/ensure transparency and flow of information in promoting the CoP? All organisations, institutions and local associations working in the fields of CoP should be encouraged to be transparent, accountable and participative. Their accounts should be published as widely as possible.

5.      To ensure the best possible benefit of a UN Voluntary Fund for youth and CoP, how should it be managed/administered?

Local youth to be involved in the management of the funds, in ensuring its transparency, etc.; Involvement of youth in the monitoring and evaluation of functioning. Beneficiaries, in their turn should be able to pay back later what is received by them. Local philanthropy also to be encouraged.

6.      How can youth not yet involved in CoP activities be reached and motivated?

Existing youth organisations may be invited to involve and motivate others. UN bodies like UNV, UNDP, UNICEF, UNESCO can significantly contribute to make an inventory of the existing youth organisations. Many other bodies could be solicited to motivate youth to form more associations. Networks of youth organisations working for CoP could be encouraged. More emphasis should be placed on regional and sub-regional networks.
