ANSWERS TO THE QUESTIONIER.
(these answers dont follow the questions we asked, the first part deals with possible CoP activities, and the second part deals with what the government and the UN can do - Robin )

1. Initiation of the theatre for development.(TFD)
Culture of peace can be always be fostered by the initiation of theatre for development were intercultural exchange can be promoted as one way of sharing experiences and promotion of co-operation.\
•        TFD leads to high degree of social interaction, being tolerant, accommodative, sacrificing, devoted all of which are important ingredients in building peace and solidarity.
•        TFD is one way of bridging together people of different back grounds, religion, color and ethnicity. It therefore reconciles the marginalized groups also to share and exchange both in joy and sorrow.
•        TFD contributes to bridging socio-economical and cultural gaps created by political boundaries and hence increases socio integration among communities with these cross boarder exchange communities exploit the potential of learning new development ideas from the communities they are exposed to.
•        TFD through cross cultural exchange , counseling, advocating for good governance, democracy, free and fair elections, involving of communities in the decision making, poverty alleviation, HIV/AIDS mitigation, peace building all these can be fully realized.
•        TFD can lead to a considerable number of pressure groups to play a very big role in reducing the psycho-socio problems of drug abuse, racial discrimination, minority group’s marginalization, and care for refugees and many others.
B, -ICT facilities that will enable to expand the knowledge of new communication technology to all communities.
-locomotives availability like the four wheelers which can be used to reach the remote communities who are living in the rugged and terrain regions of the country.
-provision of camping tents which can be used as housing facilities to accommodate the groups of people who may be in position to volunteer in the youth empowerment and development programmes whose access has been limited by the very poor housing facilities and some times none at all.
- provision of well documented facilities that can be used to inseminate knowledge to groups who are involved in the youth programmes and as well as the recipient groups so as to create a well resourced individuals capacable of driving a change of socio- economical and human rights development in order to reduce the loop holes of limited knowledge addressing several youth issues.
C, The best ways of helping the youth can be reflected on the ways how the pandemic of poverty has poorly acted on them and the issue of HIV/AIDS where they have suffered as the victims leading to their death and even unemployment and the only way the organization can help out the youth is to enormously lead them in the activity implementation which can help their impact to be realized towards the national development and later other issues realized.
Carpentry and joinery facilities.
Tailoring and designing facilities
Brick making and construction facilities.
Poultry and other modern agricultural forms.
Piggery and goat keeping.
All these as stated down have been researched on by the organization to be potential activities to be involved in by the youth groups to participate in the national development and even helping them realize financial development amongst their groups and individuals as well. Then this can be depended on by the organization to inseminate more knowledge of youth development in the country at all levels.
C, I do believe these can be the same as those ones registered in question (B)
 

2. The Uganda national youth policy states as follows;-
 Respect of cultural, religious and ethical values.
The policy will respect the various cultural, religious and ethical values and cultural back ground of the people and will remain in comformity with universally recognized human rights without distinction of any kind such as gender, origin, age, language, political affiliation or social status.

Equity and accessibility.
The policy seeks to promote the principle of equity in opportunities and in distribution of programmes, services and resources. It serves to promote equal access to socio-economic and employment opportunities commensurate with ability, potential and needs of the youth.

Gender inclusiveness.
The policy underscores the need to address disadvantaged and marginalized youth. It seeks to promote the principle of advancing gender equality including elimination of gender discrimination and violence.

Good governance and national unity.
T he policy serves to promote the values of consciousness, selfness, voluntarism and pursuit of good governance, a just and tolerant society and promotion of transparency and accountability, spirit of self-reliance, unity, national solidarity, patriotism and a senses of belonging.

Youth empowerment.
The policy advocates for the creation of a supportive socio-cultural, economic and political environment that will empower the youth to be partners in development.

Team work and partnership.
The policy underscores the promotion of team work and collaboration among all the stake holders.
All that has been quoted from the Uganda national youth policy.

CRITICISM ABOUT THE UGANDA NATIONAL YOUTH POLICY

All these policies as stated above in the national youth policy have not been realistical in addressing issues regarding the youth to an extent that the government has gone as far as wanting to remove the youth council in the ministry of gender labour and social development which will be a big disappointment to the youth communities and perhaps 95% of the youth in the country do not have knowledge about  what the policy stipulates about them and this has much hindered the development of the youth sector in the nation of Uganda and the unfortunate side of it all is that the people in this ministry of gender and labour and social development concerned with the youth programmes are elders people which has hindered so much the youth from accessing the programmes and many opportunities supposed to benefit the youth have lost meaning since these government personnel’s have gone ahead to appoint their children to have these opportunities and their attendance in these seminars and conferences have ended up to be of personal benefit to these children and may be to the family. Sincerely the youth council has even been hindered with short listing of funds to their programmes by the government in every financial year budget, and the policies are inactive to assist the youth so the national youth council is a just like non existing council though the youth have managed to get a member of parliament representing this sector but being that our parliament is politically oriented proposing support to help the sound of youth affairs being heard has always been inevitable leading the youth to become more less than the political ladders. So I do believe as an individual more over a youth who is concerned about this issue anew strategy should be laid to have an external assistance to the youth societies since the government seems not to be caring about the concerns of the youth and even including this day of the youth on the national and the international calendar to help the youth societies around the world have a say about their affairs as the youth and even the youth African parliament is more like a celebrated body which has served no purpose to help the youth societies of Africa with its members just enjoying fat allowances but with no agenda to benefit the youth as ought to be in the proper protocol.

B,        The united nations should under take initiatives that are going to address the youth affairs on a broader spectrum and be in position to assist the youth societies where even the government has created a broke for the youth development and such initiatives should reflect the purpose of the youth in the communities and how the youth have been made to rug behind and show how youth can realize responsibility regardless of his/ her location and how the youth can participate in the national development, and how the rebirth of peace in the world can be nurtured through the youth development, their rights realized other than being political ladders for any political power after the acquisition of power finally forgotten.

3. Perhaps the government should be in position to realize the challenge of how it has not helped in addressing the youth affairs and how it has kept this sector of people behind and should look forward to rebuild and fully consider the role of national youth council as well have set a side budget that is going to assist this group in its programmes.
Assisting youth associations through organizations working with youth towards their development at all levels.
Organizing seminars and conferences at different levels should be thought of to help the youth societies under stand the policies ascertaining to their existence.
Other than the national youth council and the African parliament a rebirth of a strong international youth community to replace these already manipulated ones should be considered to take the youth societies to another level removing the monopolization of elderly group in the youth affairs so as to realize progress.
Well formulated international youth development strategic plan should be thought of and be drawn to assist the youth societies to undertake several activities that will enable the realization of the development of cultural of peace under the youth empowerment.
5. well designed youth development strategic plan has to be drawn and considered.
Adefined youth committee has to be in place to handle the programmes and monitor their progress.
Awell defined budgetary has to be considered and the applicability of the programme so as to meet the funding and aproper accountability has to be realized after the acquisition of the funds with whose responsibility attached to manage the programme.
Amonitoring group can be set aside to help realize the impact of these funded programmes to the youth societies so as enable 5their development.

6. Harmonisation of the national youth council statute 1993 which stipulates the above policies to help the youth fully inseminate the information rightly.
Development of youth networks at all levels to create an outreach to you societies in different localities.
Ensuring youth participation and leadership development at all levels.
Enabling proper information outflow to all youth communities to help them realize their rights and considering disabled youth groups as to realize their rights too.
Promotion of partnership and culture towards the development of peace and love for development.
