Qn 1.  Undertaking research and documentation of the traditional luo cultural  practices of forgiveness and reintegration of people who have committed great crime  to their kinsmen  who have to undergo  ritual practices of purification  to be forgiven and accepted back to the communities so as to foster peace and harmony in society.  This practices and rituals have not been researched and documented yet peace in Northern Uganda can be best fostered through use of existing traditional system of forgiveness, promoting peace through cultural dances and competition and sensitization by cultural leaders on importance of peace and harmony in society.
• None financial support will be through writing of the project proposal to undertake research and documentation exercise of existing traditional system of the Luo people in forgiveness and acceptance  of people who committed crimes to be  reintegrated back among the society where they live.
• Recruitment of youth volunteers to participate in the exercise of research and documentation of such experiences for experience sharing with other community members.
• Identification of existing traditional systems among the Luo people on culture of peace, forgiveness and unity among the Luo people of Northern Uganda.

1.  Youth Activities The Samaritan Neighbors Organisation (TSN) can undertake if funds are available are:-
• Traditional Dances  competition among youths.
• Facilitating football competition among youths.
• Facilitating youth Drama teams on themes of peace, and reconciliation.
• Translation of IEC materials in local languages on CoP.
• Construction and facilitation of youth learning  vocational training centers which allocates all ethnic groups an  sexes equal  training opportunities.
• Training youth leaders in Topics related to culture of peace eg conflicts  resolution, peace building.
• Supporting youth projects in Agric, Brick making.


2.  None Financial Activities TSN can undertake to foster culture of Peace.
• Formation of youth Peace CORPS (Community Owned Resource Persons)
• Organizing football, Drama groups among different Ethnic youths in  Northern Uganda.
• Identifying cultural leaders and assigning volunteer youth Peace Corps to them to learn the wisdom and process of ritual cleansing  for peace and reconciliation as done by elders in the existing Luo traditional culture .  This is a very important component viewed by TSN as most elders are dieing away without passing this knowledge and rituals to the youth.
• TSN can organize and mobilize debates on peace and reconciliation amongst the youth and community members.
• TSN can distribute IEC materials on CoP through its organization to reach grassroots level people and translate them to local languages.


3. CHANGES IN YOUTH POLICIES TO FOSTER COP ACTIVITIES BY GOVERNMENT:
• Need to introduce subjects on peace and reconciliation from ordinary level to Higher Institutions of learning.
• Need to centralized youth employment in public service where they can be deployed to work in any part of the country BUT NOW  with decentralization tribalism and sectarianism is being bred which is not a good environment for culture of Peace in Uganda.

The CoP activities for UN should be:-
• Organizing and sponsoring International workshops, seminars, conferences on CoP activities.
• Sponsoring youth to undertake studies, short courses on peace, conflicts, Reconciliation related Topics.
• Fund NGOs, CBOs undertaking activities related to CoP.
• Sponsor  inter – Youth exchange programmes Internationally among youth of different races.
• Avail IEC materials on CoP ie posters, News letters, magazines.
• Awards to youth groups excelling in CoP. Activities.
• Establish an international youth center for fostering CoP. Where all youths in the world regard it as their home/center for fostering CoP.
• It should make its impacts be felt and  V. active in areas already experiencing insurgency, wars  and conflicts which should be their priority areas in their programmes.  The experience from Northern Uganda demonstrates  the docile nature UN assumed even when efforts to bring peace has been initiated by Southern Sudan  it has remained a “lame duck”.

Recommendation for improving youth participation in CoP at  UN Level
• Sponsor more conferences, seminars on CoP for youth.
• Sponsor more courses ,s trainings programmes related to CoP.
• Encourage spirit of volunteerism in CoP activities through more awareness raising through mass media.
• Support  finsncilly and materially NGOs, FBOs to undertake more CoP activities.
• Avail IEC on CoP freely to educational institutions, NGOs, CBOs undertaking CoP activities and those showing interest in it.
• Fund viable proposals written on CoP activities.
• UN should have an office or department or branch that deals solely with all issues related to CoP and whose contacts are widely available to all interested partners or members/partners or stakeholders.

AT Government Levels
• To allocate some budget to activities related to CoP.
• To introduce syllabuses on CoP in schools and institutions.
• To facilitate inter regional competitions among youths in games, dance competitions.
• To build youth recreational centers in each region.
• To provide more amnesty to youth in Northern Uganda who are still forced to be involved in insurgency there by rebels and should  encourage them  to advocate for CoP basing on their experience in the bush.


CIVIL SOCIETY
• Introduce more CoP for youth in their programmes during planning.
• UN fundings be avail to NGOs, CBOs undertaking CoP activities for youth.
• Trainings of staff in CoP will motivate them to be more innovative  in activities that makes youth participate in CoP.
• Free IEC on CoP to CSO will improve youth participation or be highly  subsidized.


4.  IMPROVING TRANSPARENCY
NGOs, CBOs should write their proposal to such UN funds, once the proposal is approved for funding, the location of the CBO, NGO, FBO be determined and an international NGO operating in the area or district where  the CBO, NGO, FBO is operating (should be contacted and then funds can be released through the Intern.  NGO for the CBO, NGO to obtain which is disbursed according to set guidelines and the International  NGO will be able to monitor the use of the funds accordingly.

5.  To ensure best returns to  funding, CBOs, NGOs, FBOs that are fully registered and attached or seeks partnerships with  an International NGO operating in same area or locality can  both to manage the fund effectively and ensure best returns.

6.  How to involve youth not yet involved in CoP activities:-
• Those in schools or institutions can be reached through other peace CORPS already formed by CBOs, NGOs among the youths still in schools.
• Youth out of school can be reached through volunteer peace CORPS operating in the countryside formed by CBOs, NGOs.
• Use FM stations in locality and use the local language to reach them.

b)  Motivate such youths through:
• Avail free T-shirts, caps, pens to youth with Logos, information on CoP.
• Organizing local based workshops, seminars on CoP relating to conditions in the area.
• Have ratio spots on CoP translated in all local languages in the country

7.  Yes I know other organization like:  Acholi religious Peace Iniative (ARLPI) operating in Northern Uganda. Unfortunately I don’t have their contact details now.
