Over
1100 cities, towns, counties, and their associations in 70 countries
comprise ICLEI's growing membership. ICLEI works with these and
hundreds of other local governments through international
performance-based, results-oriented campaigns and programs.

ACTIONS: What activities have
been undertaken by your organization to promote a culture of peace and
nonviolence during the ten years of the Decade? If you already made a
report in 2005, your information from 2005 will be included in the 2010
report.

ICLEI works on all aspects of sustainability. Creating safe, just and peaceful communities is one area of our activities.
CAPACITY BUILDING
ICLEI trains its Members in their capacities as policy makers and managers to make informed decisions on sustainability.
Since 1992 over 20,000 local authorities have participated in more than 500 capacity building events, organized by ICLEI’s International Training Centre and regional offices.
ICLEI’s
Local Agenda for Peace and Security empowers local governments to
implement policies to reduce violence and insecurity at the local level
supported by reliable information systems for decision making. Local
Governments will act as agents of change, promoting participatory
processes, institutional strengthening and sustainable development. The
initiative includes training and capacity building programs,
institutional strengthening and establishing unified geo-referenced
information systems.
A thorough training program was developed
to build capacity of public officials, police, community leaders and
other stakeholders involved in the project. The course includes six
theory sessions and two sessions for experiences sharing. Two virtual
courses were organized with the participation of more that 50 people.
The
program focused on training municipal officials and key stakeholders on
procedures and tools, which are radically distinct from what has been
in use so far.
Action was undertaken to strengthen cooperation
and establish dialogue mechanisms at the local level. In many cases,
police and justice institutions are afraid to share information. The
aim was change the organizational culture to collect and process
information more efficiently. In addition, advocacy work at the
national level supports local government's role in citizen security
initiatives.
SUSTAINABLE SOLUTIONS
_ The Cities for Climate Protection Campaign achieves quantifiable greenhouse gas reductions through local climate action plans.
_ Through its Cities Climate Center ICLEI is leading the advancement of local solutions to climate change.
_ The Climate Action and Reporting Center (carbonn) provides standards to measure and report municipal carbon emissions.
_ ICLEI organizes Resilient Cities, the annual forum on urban resiliency and adaptation to climate change.
_ ICLEI coordinates the representation of local governments in the United Nations Framework Convention on Climate Change, ensuring municipalities are part of the global climate negotiations.
SUSTAINABILITY PLANNING & MANAGEMENT
Over 10,000 communities worldwide have engaged in Local Agenda 21, a participatory planning process developed by ICLEI for Agenda 21, the global action plan for sustainable development.
_ Innovative sustainability management instruments developed by ICLEI are available to municipal decision-makers, facilitating the integration of environmental, social and economic factors.
SUSTAINABLE PROCUREMENT
The Sustainable Procurement Program supports local governments in including sustainability considerations when purchasing products and services
WATER
The Water Program trains local governments to use integrated local water management to ensure equitable access to water and its efficient use.
BIODIVERSITY
_ The Local Action for Biodiversity program engages local governments in biodiversity action planning and management.
_ ICLEI is part of the Global Partnership on Cities and Biodiversity and organizes advocacy by local governments at the United Nations Convention on Biological Diversity.
LOCAL RENEWABLES
ICLEI strengthens local governments promoting renewable energy and energy efficiency in the urban environment, focusing on their role as a driving force for local innovation.
_ Cities selected to become model communities receive assistance and meet in an annual forum which welcomes all local governments.
SUSTAINABLE TRANSPORT
As the secretariat of the Global Alliance for EcoMobility, ICLEI advocates for local transport based on walking, cycling, wheeling and public transport.

seen progress toward a culture of peace and nonviolence in your domain
of action and in your constituency during the second half of the
Decade? |
ICLEI
and its members have achieved quantifiable progress in the above
mentioned areas of sustainability such as climate change and
biodiversity.
Participants in ICLEI’s Local Agenda for Peace and
Security from Ecuador and El Salvador have progressed in a variety of
key sectors: they have made significant investments in information
systems for identifying the problem, tracking progress on developing
appropriate responses and implementing them. They have learned to put
emphasis on social prevention, the promotion of public coexistence as
well as on strengthening dialogue and elaborating feasible strategies
to address conflict.

OBSTACLES: Has your organization faced any obstacles to implementing the culture of peace and nonviolence? If so, what were they?
|
One
of the main challenges faced by the Local Agenda for Peace and Security
has been the lack of institutional capacity among the participant
cities. Local Governments do not have the necessary technical and
financial resources to design and manage violence prevention policies
and actions. In addition, there is a lack of effective coordination
with other government sectors in collecting reliable information on
crime and violence to develop effective solutions, raise awareness and
to guide the formulation of new policies. The initiative has
focused on building local capacity and identifying national support to
act locally.
