PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |
UNESCO
Club “Dignity of The child” works in the field of the special
protection and care for children of the Volgograd region of Russia.
The Club gives people the opportunity to take an active part in
defending children's rights. The Club sees progress toward a
culture of peace and nonviolence in our scope during the first half of
Decade.
The life of children remains difficult, daily there
are many cases of violence concerning children. However cases of
intolerance meet less often. The progress consists that it became
impossible to hide these cases from public attention. Non governmental
organizations, churches, local communities work solidary and lift the
voice in protection of children. They help to rescue life of one child
and to reduce quantity of cases of violence. They achieve successes in
protection of the rights of the child and develop toward a culture of
peace in local communities.
Indicators to measure progress can
be seen in our document «Monitoring of cooperation between non
governmental organizations and the state, local
self-management of Volgograd region for protecting interests of
children, the rights of a child for the period from January 1,
2003 to April 30, 2004». Monitoring has shown, that the
level of interaction non governmental organizations among themselves
and the level of interaction of non governmental
organizations and local self-management has raised strongly.
These facts have shown a direction for development of interaction of
the partners. At the same time our organization and others non
governmental organizations of our region have had an
opportunity of wide partnership in Russia and worldwide too.

OBSTACLES: What are the most important obstacles that have prevented progress?
|
The most important obstacles that have prevented progress is: 1).
the unsufficient development of children and adults of respect for
human rights and fundamental freedoms, practice of the rights of the
child, understanding, tolerance, solidarity; 2) the unsufficient
support of the initiatives of not governmental organizations toward a
culture of peace and nonviolence in local communities in depth of
regions of Russia.

ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?

UNESCO
CLUB «DIGNITY OF THE CHILD» has launched a number of projects
most of which were carried out in cooperation with regional and
international not governmental organizations and churches:
«THE
CHILD'S LAWYER». The program supports public children's rights center
of and is carried out in cooperation with a regional plenipotentiary in
kid's rights. The center is for kids, teenagers, parents, guardians,
legal representatives of kids and all the people interested in
children's rights defense. Experienced lawyers and social workers deal
with the following problems: parents violence, negative influence of
kid's environment, getting allowances and privileges, etc. The
center's officials may represent children in court. The specialists of
the center does monitoring of children’s rights, analyze the law from
the point of view of children's rights, carry out social research on
some problems of childhood. The centre has assisted more than 2000
children (2001-2005).
The action of potection of the rights of the orphans with mental physical disability in the House for the Orphans.
«UNESCO,
UNICEF - FOR CHILDREN». The club has published 18 a quarterly
informational bulletin about new documents and programs of UNO, UNESCO,
UNICEF and WHO. The bulletin is available on request of organizations.
«THE
CHILDREN'S CONTRIBUTION TO DEMOCRACY». The program supports the
children's civil initiatives and children's participation in the
decision of problems. Children's communities are formed at 12 schools
of Volgograd. Children participate in creative and is right -
educational meetings with children as having infringed the penal law,
orphans, invalids in special children's houses, children's
prisons, etc. The program has supported more than 500
children (2001-2005).
«CHILDREN IN PRISONS». The Club conducts
continuous support and renders the regular legal, social, humanitarian
help to 50 girls and 300 boys in prison. Public inspection of the
conditions of children in prisons. Reforming children's prisons. The
social integration of young people after their release.
The employees of club train to art creativity of the girls in prison.
«CIVIC
SOCIETY - FOR CHILDREN» The program develops cooperation between
non governmental organizations for children on Volgograd region.
We have conducted 3 yearly conferences "Civic society for Volgograd
children" for 150 participants. 35 of them have created the
coalition "Rights for Children". The Club is the coordinator of this
Coalition. One of the trends of the coalition's activities is
involvement of the children into work for human rights and a culture of
peace. We call it "work for children together with children". Such
approach allows to develop democratic values in the young generation.
In 2003 in activity of a coalition have joined of 5 Christian churches.
Now it is Volgograd network "Social service ".
The participants of the Volgograd network "Social Service" discuss questions of culture of peace and nonviolence.
"SOCIAL
PARTNERSHIP - FOR CHILDREN". It is supposed to conduct a number of
informational educational seminars and discussions devoted to definite
childhood problems: children's rights and juvenile justice, disability,
adoption and guardianship, social orphans and homeless children,
violence, drug addiction, alcoholism, juvenile delinquency, crimes
committed by children against children, ethnic intolerance, etc.
The seminars are held both for state structures. They can get
help in finding the partners from the "third sector ".

give to the Secretary-General and the General Assembly to promote a
culture of peace and nonviolence during the second half of the Decade? |
To
strengthen support UN structures – UNESCO, UNICEF of the initiatives of
not governmental organizations toward a culture of peace and
nonviolence in local communities in depth of regions of Russia.

The Regional level: The coalition "Rights for Children"; The network "Social service";

associations "The Civil initiative"; The Russian network "Advocacy";
The Federation of UNESCO clubs in Russia;
The international level: The International network «Urban-Rural Mission» - WCC;

PLANS: What new engagements are
planned by your organization to promote a culture of peace and
nonviolence in the second half of the Decade (2005-2010)? |
1.To include a regional network and coalition in the international cooperation toward a culture of peace and nonviolence; 2.To
strengthen development of children and adults of respect for
human rights and fundamental freedoms, practice of the rights of the
child, understanding, tolerance, solidarity; 3.To introduce of
juvenile justice technologies and conflict resolution's program to
children in the Russia and Volgograd region
