PROGRESS: Has your organization seen progress toward a culture of peace and nonviolence in your domain of action and in your constituency during the first half of the Decade?

Our main achievement for five years of development and the statement of idea of culture of peace, is the following:
*  Formation of movement of the convinced supporters and enthusiasts of idea of culture of peace.  In an active of movement - heads of local authorities, scientists of high schools, militarians, businessmen, religious figures, teachers.  Rather active force in movement is represented with youth, especially school - pupils. At a level of student's youth cause respect of the form of work, conformable vocational counseling’s (competitions, Olympiads, conferences... ).
*  Creation of Institute of culture of peace - the civil organization, being the center of generating and realization of ideas of culture of peace.
*  Opening in 6 areas of Republic Tatarstan of representations of Institute of culture of peace (formation of "space" of culture of peace) (Almetyevsk, Aznakaevsk, Bavly, Buinsk, Elabuzhsk, Tetushi) which carry out mission of the Centers under the statement of ideas of culture of peace among agricultural population, especially in the youth environment. These representations function 5 years.
*  Carrying out in Kazan two International conflictologists congresses  (2001 and 2004), the past under the motto "Modern world conflictology in a context of culture of peace".
In total for 5 years we have prepared 500 peacemakers of a new historical type - civil type (as against military peacemakers - " blue helmet" UN Organization). Such experts are not prepared anywhere else in the world.
A modern situation, growth of the dangerous tendencies and threats, require a new concept of modern peacemaking. The concept of multifunctional peacemaking, includes not only military measures (division of the conflicting parties, control of performance of the arrangements, disarmament, mine-clearing etc.), but also political - constant negotiation of the political personnel and representatives of civil administra-tion; a reparation - returning to former places and moving on the new displaced persons and refugees; the control of observance of the man rights and humanitarian help: granting of the foodstuffs, fuel and medical aid with the purposes of preservation of life and simplification of sufferings of the people on the ground, tormented with the conflicts. According to such concept peacemakers are called also to carry out the works connected to reconstruction and restoration of destroyed objects of life-support, realization of democratic choices, organization of system of mass media, introduction of search of the lost people, restoration of families. That is peacemaking understood as complex multifunctional and multistage process of settlement of the conflicts and adjustment of peace life. Therefore, peacemaking activity requires special professional knowledge and many-sided preparation.

OBSTACLES: What are the most important obstacles that have prevented progress?

a) The Idea of culture of peace is poorly demanded at a level of authorities, both on federal, and at a regional level. There was only one federal program which has quickly died away and has not given expected results.
b) Prospective development of Institute of culture of peace as the centre of science-educational, engaged preparation and release of civil peacemakers, also has not received real support regional (republican and city) authority though encouraging promises have been given. The institute of culture of peace, being structure of a civil society, does not possess sufficient material resources for realization to the full the mission - in those volumes which have been stipulated earlier.
Financial support of our actions have stopped from both the Commission of UNESCO and Representation of UNESCO in Russia.

ACTIONS: What actions have been undertaken by your organization to promote a culture of peace and nonviolence during the first half of the Decade?

*  Publications include 15 monographs, 24 textbooks and methodical grants on problems of culture of peace, tolerance, interethnic and interconfessional consent and dialogue of civilizations.
*  For five years in Institute of culture of peace 500 persons  have received the certificate of civil peacemakers.. In November, 2005 within the limits of the International conference "Culture of the world on a boundary of centuries: experience and lessons real peacecreates" will be carried out anniversary (fifth) release of peacemakers (all for 5 years - 500 graduates).
*  Not less than 50.000 persons have participated in Humanitarian Forums, "Days" and "Weeks of culture of the world", the conferences training seminars and other actions together with the Russian Academy of the Humanities, by the Center of conflictology of Institute of sociology of the Russian Academy of sciences.
*  "The youth case of peacemakers", youth groups undertake actions "Mercy", visit children's homes and shelters, acting within the wide peace-making program.
*  In 2004  actions were carried out in the program, "Russia - Tatarstan - UNESCO: 50 years of partnership" (books are published, conferences and forums are led). The project "UNESCO in Tatarstan", devoted to the 60 anniversary of UNESCO was developed and carried out. Within the limits of this project the Center of culture of peace in a Naberezhnye Chelny is already open and has held the Humanitarian Forum "The ground Tetjushskaja - territory of culture of peace and creative work", and the exhibition of young artists "Beauty and ideals of culture of peace by eyes young" has been opened.   Humanitarian help has been delivered to children of the Chechen Republic.
* Development and realization of the Program " Kazan - city for the culture of peace" and rewarding of Kazan by the Diploma of UNESCO " City for the culture of peace".
* Realization of five international conferences on culture of peace problems, nonviolence, tolerance both resolution of conflicts in the world and two International conflictologists congresses "Modern conflictology in a culture of peace context " (May, 2000 and May, 2004).
* Realization of the Project "Tatarstan in UNESCO" and realization in its frame-works of visit of a delegation of Republic Tatarstan led by the President  M. Shaymiev in the Parisian headquarters of UNESCO (May, 2001).
* Realization of the Project "UNESCO in Tatarstan" and visit in its frameworks of the General director of UNESCO K. Matsoura in Kazan.
* Realization of the Project on introduction of Kazan Kremlin in the World list of culture objects  protected by UNESCO.
* Realization of the Project on preparation of historical and cultural objects of Svi-yajska and Bolgar to introduction in the World list of a cultural heritage of man-kind protected by UNESCO.
* The entering of the offer about inclusion in the List of dates, in which celebrating takes part UNESCO: millennium of the basis of Kazan and 200-years of the Kazan state university.
* Realization of the Project " a Great Volga way " under aegis of UNESCO.
* Entering of the offer on inclusion in the List of masterpieces of an oral and non-material heritage of mankind protected by UNESCO - tatar national holiday "Sabantuy".
The institute of culture of peace has 5 representations in areas and cities of Republic Tatarstan. On their base the Houses of friendship of the peoples, centres for culture of peace are created. February 26, 2005 open the Centre for the culture of peace in Naberejniy Chelny city. It is city known by the auto giant - "KAMAZ", participation in international auto rally "Dakar - Paris ", and March 2, 2005 there was open organ concert hall of a modern type.

In November, 2005 the anniversary release peacemakers will take place within the framework of the International scientific conference "the International conflicts on a boundary of centuries: practice and problems real peacemaking ".
