PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |
It
is definitely clear, that millions of people have been awakened to
understand that they have a voice, that they make the difference, that
they are the real decision makers in their own life and through that in
their society. This, one can ‘read’ the thousands of NGO organizations
that have arisen, and are taking part in social life. And also the
thousands of Forums throughout the world in which responsible,
interested, care taking citizens make it their duty, their will, to
take care of the directions in which decision making goes and will go
in the future through peace and love. (Why does the UN not support this socially and economically?)
My
organization which pleads for a Three Folded Society, has seen an
increase of awareness in the fact that more people now understand the
need to separate and make clear the tasks of the ECONOMIC, POLITICAL
& CULTURAL sectors of the society and in the different
organizations that are responsible for social life.
Only when
each of these sectors understands its tasks and define it for itself
after which the sector is ready to ‘work together’ will the ability
come for real progress toward a culture of peace and nonviolence.
Today
human beings are simultaneously citizens of three worlds and negotiate
continuously their economic, political and cultural commitments. That
means that the Constitution of each State or big organisation as the UN
should provide for the establishment of three public sectors, distinct
from, and on equal footing: the Economy sector the, the public -Culture
sector and the state’s Rights-political sector. 1. Cultural
–Spiritual - Social life; each individual can freely exercise his
spiritual activity and is free to express it. The source of culture is
the creativity of the individual human being. An individual practices
in this domain education, sciences, arts, religion etc. 2.
Rights-legal-political life; is responsible for the establishment and
protection of human rights and justice. Here the rights of people are
made possible and protected through legal laws, that have come about
through the sovereignty of the people that is to be seen through
referenda in an democratic way. 3. Economic life; is the sector
that deals with production, distribution, and consumption of goods. The
sector that takes care of men’s needs.
For efficient practical
handling of the three sectors, and for protecting each from unjustified
claims of the others, there should be a clearly defined "division of
labour" between the three.

OBSTACLES: What are the most important obstacles that have prevented progress?
|
First
all the representative bodies such as the UN and many States inclusive
head of states, are giving a very bad example to those who want to
destroy the peace of the earth as a living organism as well as those
who want to exploit the earth and the billions of her inhabitant
through immoral, illegal and undemocratic behavior. An exploitation,
which is directed by a little elite group, to gain money, fame or
force. The UN has through its way of organisation, made itself
dependent for its functioning on money that it can get from certain
countries, which also have a veto voice, through which they get
the ability to interfere with the democratic decision making and the
organizations actions. This should be stopped!! This forms an
obstacle not only for the peace work that the UN does, but puts in a
weak light all the activity of thousand of organizations and millions
of people who think that through real sincere dialogue, care, interest
and real commitments many consensus could be gotten on issues which now
causes wars. The United Nations should make a courageous decision,
as an ‘international body’ to take over the principles of the Three
Folding, and once and for all start being an independent organisation
for the people through the people. This will then enable the UN to
operate correctly with no influence of ‘lobby‘ groups or States who
have power and want to impose their power and disturb the decision
making and the legal work of the UN, in order to keep doing what they
want to do. If the UN will adopt the here in short described
principles, and to be read www.globenet3.org then it will re -
organize itself into three separate working sectors. These sectors will
be able to sort out consciously the main purpose, guiding values and
basic condition of operation of each sector. Once this is
done, it will bring about objectivity and each sector will start

The ideas to ‘what is needed to be done’, the programs or actions, will
always come only from the Cultural –Spiritual - Social sector; There
the representation of the ‘Public Need’ will be freely looking at,
taking in account only the need for free creativity of the individual
human being, groups or people, on the individual base of the particular
culture, and which can come to existence through the human rights. 2.
This will be ‘translated’ then into legal formulations, through the
second group; Rights-legal-political sector, which will only work on
the establishment and protection of human rights and justice,
empowerment and enforcement of human responsibilities; its guiding
value is human dignity and equality; its basic condition is equal
representation of its constituency based on dialogue and consensus. 3.
While these processes are worked on, the Economic sector starts sorting
out how and what it can finance to make these ideas /programs work. Brotherhood and solidarity is its guiding value in the economic sector. Its
basic condition is an associative mode of operation, with equal
representation of consumer, trader and producer perceptions, and
interests.
To avoid social-illness, none of the three
inter-related sectors should come out of balance and impose its
functions on one another.
Without functional differentiation
in representation and governance for each of these sectors, one of the
three functions tends to dominate the others.
In this way the UN is then reduced to ‘customer’ or mere functionair of corporations or strong states.
For
axample acumulation of money in the hands of a few will not be
possible in an organisation which works together on those three domains
based on dialogue and consensus.

ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?

We
are a local organization that works together with internationally
groups in 15 countries who all create the organisation called
'GlobeNet3'. We have been involved in all the Forums over the
continents in Europe and in local countries. We participate locally in
most of the activities in the Netherlands that come about through many
organizations, for peace, equality, freedom of speech etc…

ADVICE: What advice would you like to
give to the Secretary-General and the General Assembly to promote a
culture of peace and nonviolence during the second half of the Decade? |
Stop the arms industries that causes wars in order to keep it going!!! Stop nuclear weapons making in all countries!!!
Adopt
the Three folding way of conduct, take it serious and look into it,
there are a few experts on this who could seriously help the
organisation reorganize itself, to have the right base in order to be
able to work objectively in a world with so many problems. It is not
one of those hypothetical theories, but a real down to earth way of
working in a big organisation.
Further a few decisions on what to do with the fact that certain nations are members of the UN and are opposing its decisions.
Decisions to free the poor countries of their debts.
Give
the people a legal possibility to refuse to pay tax for the national
department of defense and instead make a legal rule that allows
individuals to give that money to the UN for peaceful activities.
There
is a lack of leadership, practical input and resources from the side of
the UN, to be more clear an persistent that governments through their
politicians do more efforts and investments to raise the consciousness
to a culture of peace.
The UN should consider more means to
increase the weight of civil society in the implementation of de Decade
and all issues related to the prevention of armed conflict.

PARTNERSHIPS: What partnerships and
networks does your organization participate in, thus strengthening the
global movement for a culture of peace? |
The
international GlobeNet 3 organisations and locally Many Dutch
organizations, amongst which the Platform for a Culture of Peace, which
created a Dutch Platform for a Culture of Peace that functions as
an umbrella and helps to combine efforts of mostly small peace
organisations.

planned by your organization to promote a culture of peace and

Educational courses all around the country and also internationaly.And action with other NGO’S activity.
