PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |
The
ConPAZ - Culture of Peace Parliamentary Advisory Board is a body of the
São Paulo State Legislative Assembly, legally constituted by Resolution
nº 829, of December, 17, 2002. It is the first organism of its kind in
the world, gathering representatives of 36 institutions of the civil
society and 12 deputies of the State Assembly, representatives of the
several parties that form it.
Its purpose is to: "formulate,
supervise, and assess parliamentary policies for a Culture of Peace"
based on the principles of the Manifesto 2000.
Thus, its very
constitution and persistent activity within the São Paulo State
Parliament are a progress in the building of a Culture of Peace. Our
weekly meetings, events, and contacts with municipal, state, national,
and international agencies to disseminate Culture of Peace concepts
based on international reference documents within the Legislative
branch have already reflected on bills and other initiatives of the
political activity.`

OBSTACLES: What are the most important obstacles that have prevented progress?
|
The
absence of a permanent information channel with UN agencies, which
would allow the members of our board to better understand and apply the
Culture of Peace principles, and also their application to the
legislative branch. We have been faced with the need to "decode"
those principles and their application in order to disseminate them
among the deputies of the Assembly, and show that they actually can be
implemented in the political activities. To form a general common
understanding of these principles, not only among politicians, but
throughout the civil society, is in fact the great challenge.

ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?
|
In
three years of activity we have been organizing manifestations and
public audiences; public debates and dialogues; seminars; participated
of legislative activities and civil society events; created awareness
in governmental and non-governmental organizations. Formal visits with
the purpose of disseminating Culture of Peace principles were made to
20 deputies and over 300 non-governmental organizations.

ADVICE: What advice would you like to
give to the Secretary-General and the General Assembly to promote a
culture of peace and nonviolence during the second half of the Decade? |
. To foster debates within the UN with the purpose of transforming the International Decade into a UN permanent program. .
Link the Culture of Peace actions that are being carried out worldwide
to the actions of its specific agencies (UNICEF, FAO, PNUD) focused on
the objectives for the millennium. . Form political leaders by means
of training programs, including international exchange programs in
order to deepen the sense of planetary identity, similar to the Lead
International - Inspiring leadership for sustainable world Foster a shift in the paradigm of power towards one that is aligned with the Culture of Peace principles. .
Widely disseminate the Culture of Peace principles using mass media,
encouraging the production of programs for radio, audio, and internet,
and also the training of communication professionals in Culture
of Peace concepts. . To stimulate the creation of Council of
Culture of Peace, to example of ConPAZ, in the countries of national
character and for consequence to create a Council of Culture of Peace
of the United Nations, composed by representatives of each existent
Federal Council in the countries, preferably people of the organized
civil society.

PARTNERSHIPS: What partnerships and
networks does your organization participate in, thus strengthening the
global movement for a culture of peace? |
Since
the Board includes already 36 civil society organizations, and these
are connected to vast national and international networks, it is
difficult to give precise numbers regarding these partnerships.

PLANS: What new engagements are
planned by your organization to promote a culture of peace and
nonviolence in the second half of the Decade (2005-2010)? |
Persistent
dialogue with the deputies of the State Assembly in order to encourage
bills that produce public Culture of Peace policies. Promote dialogues, public audiences and manifestations whenever necessary.
