PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |
A
Legião da Boa Vontade (LBV) nasceu há mais de meio século, levantando a
bandeira da Paz, conforme consta na sua conhecida marca: um coração
azul com o dístico “Paz na Terra aos Homens de Boa Vontade”. Hoje atua
em quase todos os Estados brasileiros e em outros seis países
(Argentina, Bolívia, Paraguai, Uruguai, Portugal e Estados Unidos). O
constante crescimento desse movimento de Boa Vontade e Paz funciona
como indicador inicial do progresso que vem sendo alcançado.
Com o
lançamento da campanha da Unesco, a comunidade, de modo geral,
tornou-se ainda mais receptiva e ciente da necessidade e da urgência da
Paz. Nos últimos anos, a LBV ampliou suas campanhas de conscientização,
fortaleceu suas ações socioeducacionais, promoveu congressos e fóruns
internacionais e potencializou meios de comunicação com a finalidade
precípua de difusão da Cultura de Paz, atingindo diretamente milhões de
pessoas, das mais diferentes camadas sociais, idades e religiões. Como
conseqüência, percebe-se a assimilação de conceitos e ideais por um
número cada vez mais expressivo de cidadãos nos diversos setores da
sociedade.

The Legion of Good Will (LGW) was
created over half a century ago, raising the flag of Peace, according
to its known logo: a blue heart with the distich “Peace on Earth to Men
of Good Will”. Today it acts in almost all of the Brazilian
States and in other six countries (Argentina, Bolivia, Paraguay,
Uruguay, Portugal and the United States). The constant growth of
this movement of Goodwill and Peace works as an initial indicator of
the progress that is being reached.
With the launch of the campaign
by UNESCO, the community, in general, became even more receptive and
aware of the necessity and urgency for Peace. In the last years,
the LGW broadened its aware campaigns, strengthened its
socioeducational actions, fostered international congresses and forums
and potentialized means of communication with the main purpose of the
diffusion of the Culture of Peace, reaching directly millions of
people, in the most different social classes, of different ages and
religions. As a consequence, it is noticed the assimilation of
concepts and ideals by a number of citizens each time more expressive
in the several sectors of the society.

OBSTACLES: What are the most important obstacles that have prevented progress?

O
progresso em direção a uma Cultura de Paz é visível, mas ainda tímido
diante dos grandiosos desafios que nos separam de uma sociedade
solidária, ou seja, mais justa, democrática e pacífica. A escassez de
recursos financeiros, a limitação de espaços na mídia, além da pouca
interação entre os movimentos sociais e religiosos e entre os três
setores (público, privado e sociedade civil), são obstáculos a serem
superados.

The progress towards a Culture of Peace is
visible, but still shy in face of the great challenges that separate us
from a solidary society, that is, more just, democratic and peaceful.
The lack of financial resources, the limited spaces in the media,
besides the little interaction among the social and religious movements
and among the three sectors (public, private and civil society), are
the obstacles to be overcomed.

ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?

Fundada
em 1º de janeiro de 1950, a Legião da Boa Vontade, presidida pelo
jornalista, radialista e escritor José de Paiva Netto, é uma
instituição do Terceiro Setor socioeducacional, cultural e filosófica.
Sua missão consiste em “Promover Educação e Cultura com
Espiritualidade, para que haja Alimentação, Saúde e Trabalho para
todos, na formação do Cidadão Ecumênico”. Tem desenvolvido a Cultura de
Paz ao longo de seus 55 anos de atividades e, ao mobilizar mentes e
corações, impulsiona os atos dos que não se satisfazem com a
passividade, a inércia e a ignorância, trabalhando pelo progresso dos
povos e a união da família Humanidade, sem sectarismos nem
preconceitos. Primeira organização brasileira com status consultivo
geral no Conselho Econômico e Social (Ecosoc) da ONU, é motivadora da
Rede Sociedade Solidária, a qual abrange centenas de organizações
não-governamentais em torno dos oito Objetivos de Desenvolvimento do
Milênio, lançados pelas Nações Unidas em 2000.
Reconhecida como “a
organização que educa com Espiritualidade”, a LBV mantém, em diversas
cidades brasileiras, estabelecimentos de educação infantil e de ensinos
fundamental e médio; lares para crianças, adolescentes e idosos; e
programas de geração de renda e de qualificação profissional. Em suas
unidades educacionais desenvolveu e aplica uma nova e revolucionária
proposta. Criada por Paiva Netto, a Pedagogia do Cidadão Ecumênico,
traduzida nos mais modernos e eficientes procedimentos metodológicos,
tem por fundamento o Amor, a dedicação, o carinho e a atenção —
princípios básicos para a construção de uma consciência voltada à
Educação para a Paz. Essa metodologia vanguardeira proporciona um
exercício permanente da Solidariedade e da cooperação, em que o
indivíduo é sujeito ativo de direitos e deveres. Destacando a
importância de unir o intelecto ao sentimento, define o
Diretor-Presidente da Instituição: “Aqui se estuda. Formam-se Cérebro e
Coração”. Aulas de Cultura Ecumênica e de Convivência, projeto Vivendo
Valores, mostras culturais e atividades sobre o tema gerador “Todos
marchando com a Paz” são algumas das iniciativas que garantem à criança
e sua família a formação integral, isto é, do ser enquanto
espírito-biopsicossocial.
Em Brasília, a LBV ergueu o Templo da Boa
Vontade (TBV), ou Templo da Paz, um teto sob o qual a Humanidade
reconhece a Terra como sua morada coletiva. Desde 1989, quando foi
inaugurado, o local mantém suas portas permanentemente abertas a
visitantes do mundo inteiro. Segundo a Secretaria de Turismo de
Brasília, o monumento, símbolo do Ecumenismo Irrestrito e da Paz entre
todos os povos, é o mais visitado da capital brasileira, recebendo
todos os anos cerca de um milhão e duzentas mil pessoas.
Ao lado
do TBV está situado o Parlamento Mundial da Fraternidade Ecumênica
(ParlaMundi), da Legião da Boa Vontade, fórum internacional de debates
fundado em 1994. Promovendo anualmente mais de 200 eventos, cumpre sua
nobre missão de “conciliar todo conhecimento humano e espiritual numa
poderosa força a serviço dos povos”. Nele se encontra a Ala dos
Estudantes, um espaço digno de democratização do saber, oferecido de
forma gratuita a milhares de estudantes, com acesso a biblioteca e
internet, dentro de uma atmosfera de paz e tranqüilidade.
Além dos
programas socioeducacionais, a LBV preocupa-se em mobilizar a sociedade
em eventos públicos que promovam a interação e a participação popular,
entre eles:
- Palestras educativas — Dentro de suas campanhas de
valorização da vida, a Instituição desenvolve mensalmente, em suas
unidades educacionais e em escolas das redes pública e particular,
palestras com a participação de especialistas abordando temas como:
“Diga não à guerra e sim à Paz!”, “A construção de um mundo de Paz” e
outros. A campanha Não use drogas. Viver é melhor! recebeu o Diploma de
Honra ao Mérito pela Valorização da Vida, concedido pela Secretaria
Nacional Antidrogas (Senad) e vinculado ao Gabinete de Segurança
Institucional da Presidência da República, por formar, com seu
trabalho, importante rede de combate ao problema na América Latina.

Esporte é Vida, não violência! — A célebre campanha está presente nos
estádios de futebol e ginásios de esportes. Com forte impacto sobre
torcidas e atletas, a iniciativa angariou, em 1997 e 1998, o Troféu
Nacional Bola de Ouro, entregue pelo então Presidente da Fédération
Internationale de Football Association (Fifa), João Havelange, ao
dirigente da LBV, Paiva Netto.
- Projetos culturais e artísticos
sobre a Paz — Incentivam a formação de grupos artísticos e culturais,
orquestra jovem, bandas, corais e grupos de teatro; e promovem
festivais, espetáculos de artes cênicas, recitais, concertos,
apresentação de poesia e de literatura, exposições de pintura e
escultura, além de campeonatos esportivos.
Coral Crianças

Desfiles cívicos e passeatas — Durante o mês de setembro, por ocasião
dos desfiles cívicos da Semana da Pátria nas principais praças do
Brasil, a LBV realiza passeatas e caminhadas pela Paz no mundo. A
atividade ocorre também em outras datas comemorativas do País.

Correntes de Oração — Em dezembro, a LBV realiza sua tradicional
Confraternização de Natal. Consta de sua programação uma Oração
Ecumênica pela Paz mundial, da qual participam as mais variadas
representações de segmentos da vida humana.
- Fórum
Internacional dos Soldadinhos de Deus — É um evento anual voltado ao
público infantil, cujo tema gerador é “Educação com Espiritualidade
para a Paz”. A finalidade do encontro é a de desenvolver na criança
competências para a Cultura de Paz, por meio de oficinas temáticas,
apresentações culturais, atividades esportivas, debates, brincadeiras
diversas, etc. Em 2005, o evento ocorreu no dia 5 de março,
simultaneamente em 46 cidades brasileiras e em 7 países.
- Fórum
Mundial Permanente Espírito e Ciência — Este acontecimento se realiza,
anualmente, desde 2000, objetivando promover a conciliação do
conhecimento científico e das várias tradições religiosas e
espiritualistas sobre o Espírito do Ser Humano, estruturando novos
paradigmas para o desenvolvimento sustentado de uma sociedade fraterna,
solidária e equânime, a partir de uma perspectiva espiritual e
ecológica que garanta a Paz no mundo.
O tema “jovem” detém
atenção especial na visão da Legião da Boa Vontade. As atividades
de/para/com a juventude têm fortalecido um movimento chamado Juventude
Ecumênica da LBV, comprometido com o ideal de Espiritualidade
ecumênica. Com o intuito de promover o protagonismo juvenil na formação
de redes de ações para disseminar a Paz e melhorar o mundo, eles
promovem fóruns regionais, atuam voluntariamente nas atividades
socioeducacionais e nas campanhas de valorização da vida, são
produtores de mídia e, todos os anos, reúnem-se em alguma cidade
brasileira para a realização do Congresso Internacional da Juventude da
Boa Vontade, com a participação de vários membros do movimento de
diversos países.
Somando a todas essas atividades, a LBV conta com
uma ampla rede de comunicação social, disponibilizada pela Fundação
José de Paiva Netto (FJPN). A mídia é importante ferramenta de difusão
do conhecimento e de democratização da informação, colaborando, de
maneira bastante eficaz, na preparação de um cidadão consciente de seu
papel no cenário mundial. Essa realidade pode ser constatada em todos
os meios de comunicação utilizados pela FJPN, que ensina e forma o
leitor, o telespectador, o ouvinte, o internauta, enfim, todos os que,
de alguma forma, procuram uma nova opção na mídia brasileira. Entre
suas áreas de atuação se destacam:
- Rede Mundial de Televisão —
Canal 24 horas no ar, com ampla programação voltada à disseminação da
Cultura de Paz, retransmitindo atualmente para 200 municípios e 16
repetidoras.
- Super Rede Boa Vontade de Rádio — Rede de rádio
24 horas no ar, com abrangência em todo o território nacional, por meio
de 12 emissoras situadas nos principais Estados brasileiros.

Revista Boa Vontade — Publicação de notícias que fomentam a Paz, a
cultura e o alto-astral, com tiragem mensal de 20 mil exemplares.

Portal Boa Vontade.com — Pela internet e para o mundo inteiro,
notícias, campanhas e conceitos sobre a Paz recebem cerca de 90 mil
acessos mensais. O portal retransmite, ao vivo, a programação
radiofônica e televisiva.
- Editora Elevação — Foco em
publicações que promovam a conscientização sobre a Paz. Com mais de
três milhões de livros vendidos, o escritor Paiva Netto se destaca
entre os best-sellers com obras enfocando a Cultura de Paz.

Gravadora Som Puro — Entre suas produções fonográficas, o Coral
Ecumênico Infantil LBV lançou, em 2000, o CD Flores em vez de mísseis
e, em 2002, o Canções pela Paz. Em 2005, a música-tema na Instituição é
“Todos marchando com a Paz”. Na interpretação do mesmo Coral, foi
amplamente veiculada em todo o Brasil por meio de spot para rádio e
videoteipe para a televisão.

Founded
on January 1, 1950, the Legion of Good Will, directed by the
journalist, radiobroadcaster and writer José de Paiva Netto, is a
socioeducational, cultural and philosophical institution of the Third
Sector. Its mission is to “Foster Education and Culture with
Spirituality, so that may be Nourishment, Health and Work for all, in
the formation of the Ecumenical Citizen”. It has developed the
Culture of Peace along its 55 years of activities, and when mobilizing
minds and hearts, it stimulates the acts of those who are not pleased
with the passiveness, inertia and ignorance, working for the progress
of the peoples and the union of the family Humanity, without
intolerance nor prejudice. The first Brazilian organization with
general consultative status at the Economic and Social Council (ECOSOC)
of the UN, is the motivator of the Solidary Society Network, which
encompasses hundreds of non-governmental organizations around the eight
Millennium Development Goals, established by the United Nations in the
year 2000.
Recognized as “an organization that educates with
Spirituality”, the LGW holds in several Brazilian cities, elementary,
middle school and high school facilities; homes for children, youth and
elderly; and job training courses. In its educational facilities
it developed and applies a new and revolutionary proposal.
Created by Paiva Netto, the Ecumenical Citizen Pedagogy,
translated in the most modern and efficient methodological procedures,
has Love, dedication, care and attention as its bases — basic
principles for a construction of a conscious turned to the Education of
Peace. This pioneer methodology provides a permanent exercise of
Solidarity and cooperation in which the individual is the active
subject of rights and duties. Highlighting the importance of
uniting the intellect to the feeling, the Director-President of the
Institution defines: “Here we study. Mind and Heart are formed.”
Ecumenical Culture and Living, project Living Values, cultural displays
and activities about the main theme “All marching with Peace” are some
of the initiatives that guarantee to the children and their families
the formation as a whole, that is, of the spirit-biopsicosocial being.
In
Brasília, Brazil, Paiva Netto built the Temple of Good Will (TGW), or
Temple of Peace, a shelter under which Humanity recognizes Earth as its
collective home. Since 1989, when it was inaugurated, the place
keeps its doors permanently open to visitors of the entire world.
According to the Tourism Office of Brasilia, the monument, symbol
of the Unrestricted Ecumenism and of Peace among all peoples, is the
most visited of the Brazilian capital, having received over 15 million
visitors and pilgrims since its inauguration.
Next to the
Temple of Good Will, the Director of the LGW built the World Parliament
of Ecumenical Fraternity (ParlaMundi) of the Legion of Good Will, an
international forum of debates founded in 1994. Annually holding
more than 200 events, it fulfills its noble mission of “conciliating
human and spiritual knowledge in a powerful force in the service of the
peoples”. In the ParlaMundi one will find the Students’ Area, a
deserving place of the democratization of knowledge, offered to
thousands of students, with access to a library and Internet, within an
atmosphere of peace and tranquility.
Besides the
socioeducational programs, the LGW worries about mobilizing the society
in public events that promote the interaction and participation of the
audience, among them:
- Educational lectures — Within its
campaigns of valorization of life, the Institution develops monthly, in
its educational units and in public and private schools, lectures with
the participation of specialists approaching themes such as: “Say no to
war and yes to Peace!”, “The construction of a world of Peace” and
others. The campaign “Don’t use drugs. To live is better!”
received the Honor of Merit Diploma for the Valorization of Life,
granted by the Secretaria Nacional Antidrogras - Senad (National
Antidrugs Office) and linked to the Cabinet of Institucional Security
of the Presidency of the Republic, to form, with its work, an important
network to fight against this problem in Latin America.
- Sport
is Life, not violence! — The renowned campaign is present in the soccer
stadiums and sports gymnasiums. With a strong impact over the
rooters and the athletes, the initiative obtained in 1997 and 1998, the
National Gold Ball Trophy, given by the then President of the
Fédération Internationale de Football Association (FIFA), Mr. João
Havelange, to the director of the LGW, Paiva Netto.
Esporteé Vida

Cultural and artistic projects about Peace — They incentivate the
formation of artistic and cultural groups, youth orchestra, bands,
choirs and drama groups; and promote festivals, drama shows, recitals,
concerts, poetry and literature presentations, paintings and sculpture
exhibitions, besides sports championships.
- Civic parades and
demonstrations — During the month of September, for the occasion of the
civic parades due to the Patriotic Week in the main cities of Brazil,
the LGW accomplishes demonstrations and walks for Peace in the world.
The activity also takes place during other Brazilian
commemoration dates.
- Chains of Prayers — In December, the LGW
holds its traditional Christmas Confraternization. On the
programme, an Ecumenical Prayer for world Peace, in which several
representatives of the human life segments participate.

International Children’s Forum — It is an annual event for the young
audience, with the theme “Education for Peace with Spirituality”.
The purpose of the gathering is to develop in the child abilities
for the Culture of Peace, through thematic workshops, cultural
presentations, sports activities, debates, several games, etc. In
2005, the event was held on March 5, in 46 Brazilian cities and in 7
countries, simultaneously.
- Permanent World Forum Spirit and
Science — This event is held annually since the year 2000, aiming for
the promotion and conciliation of scientific knowledge and of the
various religious and spiritualist traditions about the Human Being’s
Spirit, structuring new paradigms for the sustainable development of a
fraternal, solidary and fair society, starting from a spiritual and
ecological perspective that guarantees Peace in the world.
The
theme “youth” holds special attention in the vision of the Legion of
Good Will. The activities of/for/with the youth has strengthened
a movement called Ecumenical Youth of the LGW, committed to the ideal
of Ecumenical Spirituality. With the intention of encouraging the
youth to fulfill leading roles in their lives in the formation of
networks of actions to disseminate Peace and improve the world, they
hold regional forums, act voluntarily in socioeducational activities
and in the campaigns of valorization of life, they are media producers
and, every year, they meet in one of the Brazilian cities to hold the
International Congress of the Youth of Good Will , with the
participation of several members of the movement from several countries.
Adding
to these activities, the LGW counts with a broad social communication
network, made available by the José de Paiva Netto Foundation (JPNF).
The media is an important tool for the diffusion of knowledge and
the democratization of information, collaborating, in a very efficient
manner, to the preparation of a citizen aware of his or her role in the
global scenery. This reality can be found in all of the means of
communication used by the JPNF, which teaches and forms the
reader, the television viewers, the listeners, those who surf the
Internet, that is, all of those that one way or the other, look for a
new option in the Brazilian media. Among its areas of action it is
highlighted:
- Rede Mundial Television — A channel in the air 24
hours, with a broad programme turned to the dissemination of the
Culture of Peace, re-transmitting to 200 counties and other 16 stations
currently.
- Super Good Will Radio Network — A radio
network in the air 24 hours, with a national scope, through 12
broadcasting stations located in the main Brazilian States.
- Good Will magazine — News that encourage Peace, culture and good humor, with a monthly printing of 20 thousands issues.

Portal boavontade.com – Through the internet and for the whole world,
news, campaigns and concepts on Peace receive around 90 thousand
accesses monthly. The portal retransmits, live, the radio and TV
programs.
- Elevação Publishing House – Focus on publication
that promote the awareness for Peace. With more than 3 million
books sold, the writer Paiva Netto stands out among the best-sellers
with works focusing the Culture of Peace.
- Som Puro Records –
Among its recording productions, the Ecumenical Children Choir of the
LGW launched, in the year 2000, the CD Flores em vez de misséis
[Flowers instead of missiles], and in 2002 Canções para Paz [Songs for
Peace]. In 2005, the theme-song of the Institution is “All
Marching with Peace”. In the interpretation of the same Choir, it
was very much divulged throughout Brazil, on the radio stations and
videoclips for TV.

ADVICE: What advice would you like to
give to the Secretary-General and the General Assembly to promote a
culture of peace and nonviolence during the second half of the Decade? |
Reproduzimos,
a seguir, palavras do Diretor-Presidente da LBV, José de Paiva Netto,
constantes do documento “O Dinamismo da Paz”, apresentado por ele aos
participantes da I Conferência de Cúpula da Paz Mundial para o Milênio,
promovida na sede das Nações Unidas, em agosto de 2000:
“O mundo
fatiga-se com a demasia de palavras e na pobreza de ações eficientes,
atos que sirvam de modelo aos outros na concretização de um Espírito de
Concórdia que realmente transforme o indivíduo de dentro para fora.
(...)
A mais competente proposição a ser levantada nestes plenários brilha no
íntimo de todos: amarmo-nos uns aos outros antes dos demais a quem
pretendemos levar uma mensagem de renovação. Todas as providências de
caráter operacional serão bem-sucedidas se nos amarmos e nos
entendermos realmente, posto que estaremos dispostos a suplantar os
desafios. Nenhum planejamento terá êxito, por mais bem elaborado, se
faltar essa intensa harmonia e sentido de unidade na diversidade para
vencermos a adversidade.
Jamais a civilização alcançou tamanho
grau de tecnologia. Que falta, pois? Sublimá-la com a Espiritualidade
que nos acompanha desde o berço e da qual somos proclamadores, como
crentes em Deus.
(...) Contra a mundialização da indiferença e do
crime urge contrapor o Ecumenismo da Solidariedade que desconhece tabus
e preconceitos humanos, sociais, políticos, ideológicos, étnicos e
religiosos, porque a sua grande vocação é pura e simplesmente o Ser
Humano.
(...) A Paz desarmada nunca resultará apenas dos tratados
políticos, mas também de uma profunda sublimação do espírito religioso.
Como grandes feitos muitas vezes têm suas raízes em iniciativas
simples, mas práticas e verdadeiras, de gente que, com toda a coragem,
partiu da teoria para a ação, com a força da autoridade de seus atos
universalmente reconhecidos, valhamo-nos deste ensinamento de Abraão
Lincoln (1809-1865): “Quando pratico o Bem, sinto-me bem; quando
pratico o mal, sinto-me mal. Eis a minha religião”. Ora, ninguém nunca
poderá chamar o velho Abe de incréu...”

We
reproduce below, the words of the President-Director of the LGW, José
de Paiva Netto, found in the document “The Dynamism of Peace”,
presented by him to the participants of the Millennium World Peace
Summit, held at the United Nations Headquarters, in August 2000:
“The world is getting tired of so many words and so little effective
action. It calls for concrete examples of the true spirit of concord
that can really transform a person from the inside out.
(…)The
most competent proposition to be raised in these plenary sessions
shines within all of us: to love one another before the people to whom
we intend to take a message of renewal. All practical measures will be
successful if we will truly love and understand each other, for we will
be willing to overcome any challenge. On the other hand, no planning
whatsoever, even the best one, will be successful, if we lack this
intense harmony and sense of unity in diversity to defeat adversity.
Civilization
had never reached such a high degree of technology as we have today. So
what is lacking? To make it sublime through the Spirituality that has
accompanied us from the beginning and which we extol, as we believe in
God.
(...)It is mandatory to oppose to the globalization of
indifference and crime the Ecumenism of Solidarity, that knows no
human, social, political, ideological, ethnic or religious taboos and
prejudices whatsoever, for its major focus is the Human Being – no
more, no less.”
And in his book Reflexões da Alma [Reflections of the Soul] we will also find:
“(…)The unarmed Peace will never result only from political treaties,
but also from a deep sublimation of the religious spirit. Just as
great accomplishments have their roots in simple initiatives, but
practical and true, from people that with all the courage, went from
the theory to the action, with the force of authority of their
universally known actions, let us avail to the teachings of Abraham
Lincoln (1809-1865): ‘When I do Good, I feel good; when I do bad, I
feel bad, and that is my religion”. Well, no one can call old Abe
of incredulous…”

conceitos acerca do tema “Cultura de Paz” em âmbitos local, nacional e
internacional.

networks of actions and intersectorial partnerships, besides developing
