PARTNERSHIPS AND NETWORKS: What partnerships and networks does your organization participate in, thus strengthening the global movement for a culture of peace?

PhilANSA is an active member of the International Action Network on Small Arms.

ACTIONS: What activities have been undertaken by your organization to promote a culture of peace and nonviolence during the ten years of the Decade? If you already made a report in 2005, your information from 2005 will be included in the 2010 report.

PhilANSA is working towards an International and legally-binding arms trade treaty. Having this as the main work that we do, PhilANSA takes on a holistic approach in promoting and campaigning for arms control. Arms proliferation and the solutions to this pressing issue requires changes in the policies and practices on gun ownership, manufacturing, etc. PhilANSA advocates to young people that culture of peace instead of a culture of violence, fear and impunity is a better alternative. The gun culture in the country is very attractive to young men, and advocating for a holistic approach through the culture of peace, provides us with better alternatives. We do this through small arms and light weapons workshops that highlight the need to challenge the war system at the global level. Education workshops as well as arms control public events are the campaign initiatives that are connected to the culture of peace.

PROGRESS: Has your organization seen progress toward a culture of peace and nonviolence in your domain of action and in your constituency during the second half of the Decade?

There is progress in the actions related to small arms and the culture of peace when our actions are geared towards youth, and how they can contribute to peace and help counter the culture of violence that is intrinsically linked to guns. However very limited and groundbreaking work had been done on the culture of peace on a greater level. Since our work is not mainly concerned with COP, more focus is given on our lobbying and campaign efforts that are directly linked to arms control policies and practices.

OBSTACLES: Has your organization faced any obstacles to implementing the culture of peace and nonviolence? If so, what were they?

None so far. Since COP is not our main line of work, it strengthens our arguments for having safer communities in the country. The demand to highlight the COP is a secondary feature for our efforts, and not a primary objective for our campaigns.

PLANS: What new engagements are planned by your organization in the short, medium and long term to promote a culture of peace and nonviolence?

In the long term, culture of peace modules are included within our small arms workshop’s framework of challenging the war system. COP is also an end goal in mind while challenging the gun culture is the mode of action.

GLOBAL MOVEMENT: How do you think the culture of peace and nonviolence could be strengthened and supported at the world level??

The culture of peace is important in understanding the deeper meaning of peace, which is not just the absence of war, but also the presence of desirable conditions. Arms control is just one initiative that contributes to this culture of peace. Peace must be seen as both the tool and the vision, the initiative and the dream. Peace remains to be mainstreamed not just at the global level, but at communities, schools, institutions at the grassroots level where it matters.
