PARTNERSHIPS AND NETWORKS: What partnerships and networks does your organization participate in, thus strengthening the global movement for a culture of peace?

The Brazilian Peacekeeping Operation Training Center is a military educational institution which prepares personnel to act in peace missions. Although a military Instruction Center, it has realized the relevance of establishing partnerships with civil actors such as universities and NGOs, thus recognizing the importance of an inclusive collective team working together towards the (re) construction of peace in UN missions. As a result, The Center has been developing a vision of commitment to a non-violent society change and a participatory democracy in UN missions,  thus strengthening the global movement for a culture of peace.

ACTIONS: What activities have been undertaken by your organization to promote a culture of peace and nonviolence during the ten years of the Decade? If you already made a report in 2005, your information from 2005 will be included in the 2010 report.

In 2005, the Brazilian Peacekeeping Operation Training Center was implemented to undertake activities concerning the preparation of soldiers to peace missions. Before that, another organism of the Brazilian army was in charge of it. The necessity to create the Instruction Center was felt due to the fact that peace missions were increasing in its dimension, dynamic and complexity.
Peace missions, as the name says, were essentially created to deal with questions regarding the promotion of security, peace and nonviolence; although, unfortunately, the contrary seems to be true sometimes. Since  peace missions are multidimensional and multicultural in the contemporary scenario, the Brazilian Peacekeeping Operation Training Center perceived itself immersed in an operational environment, which required working and; consequently; preparing soldiers towards the promotion of security and the construction of peace and nonviolence inside a military institution whose mission is to prepare combatants to war. The phrase “soldiers of peace” has never been as potent before! This dichotomy has raised controversial issues and discussions inside the institution; however, the fact is that the participation of the Brazilian army in Haiti has shown the world that it is possible for an armed force to promote a culture of peace and nonviolence. Moreover, Brazilian international peaceful tradition in international relations also contribute to promoting a culture of peace and nonviolence amongst Brazilian society, which was recently invited to engage international peace and security debates promoted by the Brazilian National Defense Policy by the Ministry of Defense in 2005.

PROGRESS: Has your organization seen progress toward a culture of peace and nonviolence in your domain of action and in your constituency during the second half of the Decade?

Certainly. During the second half of the Decade, the Brazilian Peacekeeping Operation Training Center realized that peace and security would only be achieved in peace missions when the troops, the military staff and observers developed a vision of commitment to a culture of peace and nonviolence in UN peace missions. This cultural and nonviolence awareness required a new educational approach to form and prepare soldiers to act in a new operational context where regular combats changed into emerging cultural, ethnic and religious conflicts.

OBSTACLES: Has your organization faced any obstacles to implementing the culture of peace and nonviolence? If so, what were they?

As already mentioned,  the  Brazilian Peacekeeping Operation Training Center is part of a military institution whose main mission is to form and prepare combatants to war. On the other side, at the moment, its focus relies on the preparation of “soldiers of peace”. This dichotomy has never raised such controversial issues and discussions inside the institution and I consider it the main obstacle the organization is facing nowadays. However, I also realize it is positive due to the cultural and nonviolence awareness it has been spreading out in the armed forces.

PLANS: What new engagements are planned by your organization in the short, medium and long term to promote a culture of peace and nonviolence?

New engagements are related to the increasing and improving of partnerships with civil actors such as the universities, NGOs and other civil agents, thus realizing the relevance of an inclusive team work in peace missions.

GLOBAL MOVEMENT: How do you think the culture of peace and nonviolence could be strengthened and supported at the world level??

I believe multicultural peace education can be strengthened around the world because it can support the development of a cultural and nonviolence awareness amongst children and youth, our future.
