PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |
During
the first half of the Decade, several dozen member organizations of the
International Forum of Citizen Diplomacy were deeply involved in
the world campaign for International Year of Culture of Peace and then
for the support of the UN Decade. They took part in many national
and international events devoted to different aspects of the Program of
Culture of Peace.
They published many researches, booklets,
brochures, etc. The idea of the transition of the World Community from
the Culture of War and Violence to the
Culture of Peace and
Tolerance was accepted by the most broad sections of the public opinion
with great enthusiasm. There were many good examples of fruitful
cooperation of our NGO's with some Governmental bodies particularly in
the regions.
But all positive development in this direction was stopped after 9-11 2001.

OBSTACLES: What are the most important obstacles that have prevented progress?
|
After
9-11 2001, the so-called war against "international terrorism" was used
for collapsing many democratic processes in the society. The
Governmental Program of Education of the Tolerance was closed. The
actual internal and foreign policy of Russia has nothing to do with the
Culture of Peace.

ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?
|
In
spite of all these very negative changes in the official policy of the
Putin Administration many of our organizations used all their
possibilities for the promotion of main elements of the Culture of
Peace, particularly as concerns human rights, efforts for peaceful
solution of local conflicts in the region of Caucasus, just legislation
for immigrants, strong resistance to rising tendencies of neofascism,
xenophobia and racism in our country.
We are calling and
acting for the return of our authorities on the way of the Culture of
Peace in all part of their policy inside the country and outside it. In
this spirit we prepare our participation in the upcoming Russian Social
Forum and the XVI Forum of Citizen (popular) Diplomacy (April
20-21) with the main topic " Russia: Human Rights 60 years after the
Victory" and with the special co-report on the first half of the UN
Decade of Culture of Peace and Russian contribution to the report of
civil society organizations.
