PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |
Yes.
Here are some examples: The municipality has increased its specific
efforts in international work. It has been cooperating with
municipalities in developing countries, especially Walvis Bay in
Namibia and Rasjhahi in Bangladesh. It also collaborates with several
European cities and ”companion cities.”
It is also a pilot
municipality in Norway with regard to working with violent youth groups
and serves as a leader and motivator for other municipalities in the
region. The municipality has elaborated a plan for international
diversity and ethnic equality, including a series of suggestions for
improvement.

OBSTACLES: What are the most important obstacles that have prevented progress?
|
Ordinary
administrative tasks require time and resources. The municipality’s
role as a service provider receives more attention than
society-building.

ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?
|
The
schools organise annual events on the UN Day. An international week is
organised in conjunction with voluntary and civil organisations and
associations. There is systematic collaboration with volunteers with
regard to crime, local Agenda 21 and international work, among other
things.
A delegation of youth and veterans from the war
brigade will participate at the commemoration event of 60 years of
peace to be held in Münster.

culture of peace and nonviolence during the second half of the Decade? |

PARTNERSHIPS: What partnerships and
networks does your organization participate in, thus strengthening the
global movement for a culture of peace? |
The
municipality annually provides funding for the Foundation The
Archive (Stiftelsen Arkivet). The Archive was the Gestapo Quarter
during the war in 1942-45, and has been re-created as a documentation
and information centre focused on the war, including an exhibition, a
library, films, photographs and a database. The building is also a
centre for many humanitarian organisations. It is a centre for peace
history; a centre of education and research for future-oriented peace
work and conflict management. It is visited yearly by 7,000 school
children and youth, providing them with tours and education.

Sustainable
development: For years, the municipality has implemented a determined
and holistic environmental effort, and is a national pilot municipality
in several areas.

|
Democratic
participation: The municipality has been working on participation for
children and youth for many years. Additionally, the population’s
participation is emphasised in efforts to promote safety and comfort.
The municipality prioritises the participation of the citizens in
planning and decision-making processes.

UN Day events are local with an international perspective.
International week has international participation. Its goal is to change policies nationally and regionally.
