| PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade?
 | PROGRESS
 No
 doubt, relief  network project  has witnessed
 progress in  terms of creating awareness vis-à-vis reducing
 the  culture of  corruption in its  constituency.
Economic and financial crime  commission   was established
 by Nigerian  government  as a result of
 persistent advocacy  for  reducing corruption  as
a pathway to   culture  of peace.
 
 Again, Relief
network project has contributed immensely in campaigning for culture of
scientific and technological in reactions. Hence, the Nigerian
government in collaborating with partners of the liquefied
 natural  gas  project, instituted   an annual
prize  of $20,000 for any scientific  innovations   in
Nigeria.

| OBSTACLES: What are the most important obstacles that have prevented progress?
 | Nigeria.
 
 OBSTACLES
 Inadequate
 orientation and  training  for government
 officials, security  agencies  and  civil society
 organization  in respect of whistle   blowing   as
a panacea to reducing  the  free-floating culture  of
corruption  in Nigeria.
 
 Paucity of an enabling
 environment  such as constant  provision  of
electricity, water and communication facilities  is militating
 against   the culture  of technological
 innovations as  a path way  to  peace.

| ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?
 | ACTIONS
 Relief
 Network project  in collaboration  with  tomorrows
 people   forum of Nigeria have  organized a number of
seminars to enlighten the Nigerian  students  in the need
 to embrace the culture  of  research and development.
 
 Ina
related development, Tomorrow's People Forum of Nigerian (Topfon),
selected some students of   the petroleum training  
institute Warri, Delta state to develop  an   analytical
appraisal  of the possibility  of discovering   an oil
reservoir in the Northern  Nigeria.
 
 The need for the
research is to enable development Planners  to harmonize
 developmental  objectives  of the southern Nigeria with
 Northern Nigeria. This idea with prevent  a situation
 where by  oil resources  of the Southern Nigeria
 will be siphoned by the Northern Politicians.
 
 Unfortunately,
it  was discovered by the  students  that the
sedimentary basin which is a  sine  qua non for the
 development of  oil and  its  accumulation in
 large quantity is absent in Northern Nigeria.
 
 Furthermore,
shortly after the 2001 gas crisis that  claimed  many
 lives,  relief network  project has visited
 places and structures that  were destroyed  and mounted
 a  ceaseless  campaign  against  violence as
 a means of resolving  disputes.
 
 The organization
submitted an abstract  of  a conference on the topic
 "crisis and conflict  management  in  Nigeria
 since  1980"  to Nigeria defense Academy, Kaduna.
Similarly the organization is currently  distributing  policy
 education series  to the state Governors.
 
 These
 books are entitled "Deregulation  of  the downstream
 sector  of the Nigerian  petroleum  industry" what
do  you know  about IMF, world Bank and Nigeria's economic
  reforms?   the future of Nigeria's  oil, OPEC and the
Anglo- American powers  in the Middle East" and  Deregulation
 and  resource control. A new  order for rapid
 economic  development.
 
 
 These  books
 were written  by M. M. Akpan, lecturer  Economics
 department, Nigeria Defense Academic. The books  are
inspiring  and analytical.
 Relief  network project
participated  in the annual  anti-corruption  essay
 competition 2003 and a member   of the organization
 won a prize  for  his  brilliant  and
 analytical  perspectives on corruption.
 Again, the
 organization  has  published a number of editorial
 article  on reducing  corruption in the Nigerian
 newspapers.
 
 Relief  network project  
movement  participated in the 2004   international day of
peace  easy and poem writing  competition  on the
 topic "Building   a culture of peace for present  and
future generation.

| ADVICE: What advice would you like to
give to the Secretary-General and the General Assembly to promote a
culture of peace and nonviolence during the second half of the Decade?
 | ADVICE.
 What
is required is a complete re-assessment of the current global economic
system, with a goal of promoting genuine human security. Global
financial institutions such as the world trade organizations that do
not support this goal must  be scrapped or replaced with a new
system based upon principles of equity, peace  and development.
 
 The
United Nations should promote transfer of culture between and among
nations. The secretary-general should provide an opportunity for
interactive discussion between executives  of multinational
corporations and African leaders and policy makers.
 In the light of

 | PARTNERSHIPS AND NETWORKS.
 
 The
organization is in partnership with peace, charities and development
(PCD). The movement is also in league with national association for
democratic youths (NADY)

| PLANS: What new engagements are
planned by your organization to promote a culture of peace and
nonviolence in the second half of the Decade (2005-2010)?
 | PLANS.
 
 The
organization will promote a culture of peace in second half of the
decade (2006-2010), by organizing sports competition among the Youths.
These will include football, basketball, table tennis, volley ball,
lawn tennis and track events. (August 2005-December 2005)
 Seminars,workshops
and conferences on anti-corruption,examination malpractice and peace
building initiatives.(september 2005-december 2005)
 Establishing
peace clubs in primary,secondary and tertiary institutions. Publishing
books,news letters on peace-building and topical issues. Establishing
Africa university of peace.
 Annual Science olympiad and debate between primary and secondary schools,(January 2006-december 20010)
 Building international primary and secondary schools in Nigeria(June 2006-December 2010)
