| ADVICE: What advice would you like to
give to the Secretary-General and the General Assembly to promote a
culture of peace and nonviolence during the second half of the Decade?
 | When
post-war reconstruction is undertaken (e.g. by UNDP) there should
always be a programme of social reconstruction (peacebuilding).
 Whatever the duration of the physical reconstruction project, the
social reconstruction should be planned and financed for at least ten
years.
