PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |
Collaborative
effort (1996-1999) to bring together 10,000 individuals and
organizations in The Hague, The Netherlands which launched 12 campaigns
worldwide to foster nonviolent alternatives to war. The Hague
Appeal for Peace adopted the Global Campaign for Peace Education.
Progress
includes: established a website that provides peace education
curricula, translations of curricula in various languages and contact
information for international network such as our International
Advisory Committee of expert peace educators from 20 different
countries; increased partnerships to disseminate information and
resources to over 15,000 people; published teacher training manuals
including Learning to Abolish War: Teaching Toward a Culture of Peace,
Peace Lessons from Around the World, and Peace and Disarmament
Education: Changing Mindsets in Niger, Albania, Peru and Cambodia
available in hard copy and online; annual conferences with
international peace educators to share ideas, evaluate and develop
programs of action; partnered with Ministries of Education in countries
of Africa, Asia, Europe, New Zealand, and South America (see attached
Tirana Call which was signed by 3 categories of people including the
UN, Ministries of Education and civil society or visit
www.haguepeace.org); formed partnership with the UN Department for
Disarmament Affairs to integrate disarmament and peace education
programs in both formal and informal settings of Albania, Cambodia,
Niger, and Peru which have been adopted by each of their respective
Ministries of Education; and conducted over 200 workshops and
presentations in classrooms, communities and national and international
fora.

OBSTACLES: What are the most important obstacles that have prevented progress?
|
Obstacles
to the Hague Appeal for Peace mission to see peace education integrated
into formal and non-formal education worldwide include lack of
political will, resource constraints i.e., teacher availability, set
school curricula, understaffing, and under funding, and resistance of
teacher education institutions to broaden the scope of education.
There is insufficient evaluated evidence demonstrating the effectiveness of peace education.

ADVICE: What advice would you like to
give to the Secretary-General and the General Assembly to promote a
culture of peace and nonviolence during the second half of the Decade? |
In
order to confront violence in all its forms that plague society today
and equip all members of society with the knowledge, skills and values
necessary to do so, the Hague Appeal for Peace (HAP) urges the UN to
strengthen collaboration with NGOs specializing in peace education to
appeal to Ministries of Education for the integration of peace
education into national curricula and as a requirement of teacher
training (pre-service, in-service and continuing professional
development). HAP also urges that peace education be an integral
part of all peace negotiations and accords to shift consciousness not
to resort to violence and toward greater understanding and respect
between and among people (see attached Peace Accord Annex, a guideline
for making peace education an integral part of peace agreements).
Finally, HAP believes UN agencies i.e., UNESCO, UNICEF and UNDP
that include education as a part of their mandate should broaden their
programs to require peace education content and methodology.
Refer to the unique partnership between HAP and the UN DDA where
an equal decision-making table was set and a number of success stories
were created.

Hague Appeal for Peace was founded by the efforts of individuals and organizations and our work is always collaborative.

planned by your organization to promote a culture of peace and
nonviolence in the second half of the Decade (2005-2010)? |
*Publication
and distribution of Learning to Abolish War: Teaching toward a Culture
of Peace, Peace Lessons from Around the World, Peace and Disarmament
Education: Changing Mindsets in Niger, Albania, Peru and Cambodia and
other peace education resources.
*Increasing advocacy for the integration of peace education into national systems of education.
*Increasing our relationship with Peace Boat USA.
*To expand peace education to demonstrate the relationship of health to education by partnering with Ministries of Health.
