PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |
During 5 last years of the International Decade the Movement managed to organize:
-
5 Annual Sessions by The University of Peace Culture which have been
conducted in different regions attracting the teachers by the
Peacemaking ideas and giving them methodological base of their activity
(more than 700 educators and students); - - 17 conferences, forums and Peace Congresses (more than 3000 participants); - - 95 seminars, trainings, workshops for nearby 4500 participants from 19 regions; - - 8 festivals with almost 3500 children and students from Ukraine and abroad; - - 6 All-Ukrainian competitions which involved nearly 1500 of students and teachers from all regions; - - 12 Peace Actions which covered more than 170 schools, colleges, institutes and students, Peace clubs; - - 10 International and World longlasted projects together with partners of different countries; - -
2 Summer Training Schools for learning the problems of non-violent
conflict resolutions at school (100 participants adults and
students).

OBSTACLES: What are the most important obstacles that have prevented progress?

-
Academy of Pedagogical science is inert in elaboration of new
approaches and technologies in the areas of a Culture of Peace. There
are only few scientists who are interested in these issues. - -
The Parliament has approved the decision about creation of a national
programme "A Culture of Peace", which was initiated by our Movement in
2003, but any steps were not taken for promotion since that time. - -
The Ministry of Education and Science of Ukraine has not yet used the
fruitful experience and practical materials of the Movement peace
educators for working out school Peace educating curriculum and
out-of-class activity. There are no programmes on a Culture of Peace
areas in the Higher Educational Establishments as well. -

ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?

1.
During 15 years of its activity the Ukrainian Movement has become
the center of Peace Culture implementation in Ukraine. The years
2001 - 2010 were proclaimed by the United Nations as the
DECADE of a Culture of Peace and Non-Violence for children. It has
opened a new stage in the Movement development of Peace and non-violent
ideas in Ukraine. According to the scientific approaches of a new
Conception of Peacemaking upbringing of International Movement
"Educators for Peace", the main goals of Peace education are aimed at
integrity and unity of the natural, social and spiritual
surroundings of an individual, fruitful cooperation of the
peoples and states without violence and hostility, harmony of
interpersonal tolerant relations at all levels on the basis of deep
respect of the rights and dignity of each individual and also the
harmony in a person's soul. To develop these ideas and to bring up such
humanistic personality with skills of an active creativity, new
thinking and world outlook, tolerant and peaceable consciousness -
these goals were put into a new Conception of a Culture of Peace Model
of Ukrainian Movement "Educators for Peace and Mutual Understanding".
Ukrainian
Culture of Peace Model is oriented at the development of an individual
potential and based on the Life-creation Conception of Ukrainian
scholars and it covers 10 main educational modules of learning the
principles of the UN Declaration on a Culture of Peace alongside with
the issues of national and civic components of Peace education, such as: - "We know and realize our rights"; - "I am the citizen of Ukraine"; - "How to be tolerant"; - "Culture of Democracy"; - "New generation of leaders"; - "Youth handles conflicts"; - "Abolish terrorism and violence!"; - "Ecology and environment"; - "Gender harmony"; - "Health values". - Each
module has been elaborated a special Program of activity, a Guideness
to a teacher, some curriculum with methodical recommendations and plans
of lessons and other didactic materials.
For example, the
module "How to be tolerant" has been developed by creative union of
qualified teachers and specialists and included a Program of
activities, a Manual of lessons" Learn to Live in Peace and
Toleration", the plans of trainings, a book about principles of
Declaration on Tolerance, a list of literature and other materials
which are collected in our Resource center.
These teaching resources formed the Movement Resource
Center for the usage of Peaceable schools and other educational
establishments, at conferences, training, sessions and practical
seminars, master-classes, Peace lessons and other interactive kinds of
learning which involved in their active sessions children, students,
teachers, parents, state and school administrators, psychologists of
different regions for learning and building a Culture of Peace and
non-violence at schools. This experience was laid into numerous
methodical books, manuals and recommendations for trainers and
educators who are practically lack of such materials at schools and
institutions for learning and building a Culture of Peace
and non-violence at schools.
The Movement has also worked out
the Complex Program of the Movement actions as a framework of the
Culture of Peace Decade. It also initiated to Ukrainian Parliament the
creation of National program "Culture of Peace" for its further
implementation in the system of education in Ukraine. This Program is
working out by the Movement now. It'll be a new step in promotion of a
Culture of Peace and Non-violent education on national level based on
the Movement experience of peacemaking work with teachers and students.
Today the Movement is the largest powerful non-governmental
organization in education of Ukraine which unites more than 200
collective members practically from all regions in the country. It
includes also 2 Associations, 3 Centers, 6 creative unions, Public
University of Peace Culture, 3 Youth clubs.
The activities of
Movement are concrete, various and it exercises at the national,
international, regional and local levels. The Movement has gained
profound experience and authority not only in Ukraine but abroad. It
actively participates in the World, European and National Peace
Congresses, initiatives and projects of the United Nations, UNESCO,
UNICEF and other International organizations. The Movement is also the
member of International Peace Bureau, Life-Link Foundation, World,
European and International Movement "Educators for Peace", ENCORE,
"Mothers for Peace", International Foundation of Friendship and
Cooperation, etc.
As a result of 10-years peacemaking activity
Ukrainian Movement has been awarded the title of a Laureate of the
UNESCO PEACE PRIZE - 1998 in recognition of its
outstanding contribution to the promotion
of peace and tolerance.
Last 4 years include such All Ukrainian and international actions and projects:

Conferences "Social projects in different methodical cultures"", "Peace
Culture and Non-Violence", "Teachers for non-violent change in Peace
Education", "Democratic Governance and Peace Culture", "From Culture of
Democracy to a Culture of Peace " and others; - -
International Projects: "Caring and Sharing: 2000+" (with Link-Life
Foundation-Sweden), "Hope" (with the British trainers), "Hague Appeal
for Peace Global Campaign for Peace Education" (with IPB), "Sister
School Project" and "Accent on Understanding" (with USA), "Peace
Ribbon", "World Peace Prayer"(with Japan), "Youth against Violence"
(with Russia and Bilorus), "Peace and Tolerance in action" (with
Norway), in fact they all showed in joint actions the
principles of Tolerance and Non-violence. - -
participation in IV European Peace Congress "Teachers for Peace"
in Germany, VII World Peace Teachers' Conference and Youth Social Forum
(Paris), three Annual Assemblies of Generations "For Our Future without
Violence", "Planet of Non-violence" (with International Peace Movement)
and others. - - Seminars and trainings: "Building Tolerant
Society and Peace Culture", "Models of non-violent conflict
resolution", "Step by step to the Life- creation",
"Tolerance towards me and others", "Technologies of Youth Peace
Projects" and many others; - - Kids' Festivals: "Kids against Violence", "Let live the Earth!", "We have the right for safe life", "Peace Lanterns"; - -
Peace actions: "Say "YES" for Kids!", "Stop War and Violence in Iraq!"
(with Islam Center), International Day of Tolerance, "Advocate Gender
Non-violence!", "It's time to act!" (participation in the World
Campaign "16 days against gender violence"; MANIFEST-2000 "Peace is in
our hands", etc); - - Youth Competitions: Photo-amateurs "Our
kids- the joy and grief of Ukraine" (the Convention of a Child in
Ukraine), creative works "I choose the life", social projects "Service
for the Peace sake", research projects "Peace stars –
Laureates of UNESCO Peace Prizes" and others. These important and
interesting materials enriched the Movement Resource Center; - -
5 presentations of the advanced chapter members' experience, as well as
the collection of kids materials for "Peace Book" and Movement
Resource Center;
- many other actions.

Impact :
This
intensive, mass and various Movement activity promoted the spirit of
Peace and Non-violence, formed tolerant relationship, new awareness of
social and planetarian responsibility, civic outlook, positive values
and morals, creative and leader's abilities.
Only during 5 last years the Movement managed to organize:

2. On the way of the Movement Decade development we have faced many difficulties. Some of them are:
1).The political, economic and destructive country situation:
In
the conditions of our unstability, economic crises and fighting for
power(or seats in the Parliament) often using violence and corruption,
the Government oppressed the NGO activity and didn't give any support
to its efforts for democratic development . On the other side, the Law
has forbidden NGO to earn finance for survive. (Now we want to believe
that new democratic Government will be able to change this situation.)
2) The poor state of material and financial base of national education. It
is not still perfect and teachers' salaries are still poor. Many
students are lack even necessary textbooks and food. That's why many
teachers have to find additional money to keep their families. How can
they search the time and forces to improve their professional skills,
support peacemaking activities in their regions or to participate in
our central Conferences?
3) The spiritual, cultural
and moral level of educators and young people has been lowered in our
country during many years of reconstruction, they need to
renew their consciousness of changing outlook for peace and
non-violent harmony. It's a long process and takes a lot of joint
efforts of school and community authorities and also peace
education. Besides it's necessary to work out the educational complex
of textbooks on the issues of peace education subject for them..

All eight areas of actions are important for a Culture of Peace
Movement development. But the priority has been given to: Human
(kid's ) rights, peace education, conflict resolution,
non-violence and tolerance. Now some examples:
Ukrainian
recent "orange revolution" approved the importance of these areas for
establishing democratic and just society. One of the most important
aspects of Peace education is Human rights education. Last
years were focused at investigation of real protecting of
kid's rights in our country while preparing alternative Report for
the Special UN Assembly Session which was dedicated to 10-th year
of Convention on the Rights of the Child . Our surveys of
the kids showed that 10% of children didn't know Convention and their
rights, each sixth child didn't know the laws which could them protect
and 96%- were sure that their rights were broken. Only 5% of teachers
knew the principles of Convention, kids are non-protected
mostly against parents and their teachers. It's a sad fact that the
human rights subject at school is taught only for senior pupils, there
are no lessons none textbooks for youngers. The intensive educating
work of Movement activists was very helpful and essential in this
aspect: discussions, trainings, competitions, actions of protest
(suggested by UNICEF), conferences, special Manual for Learning Human
Rights at school, all these steps promoted kid's self-esteem and
played a big role in lobbying for the kid's rights and duties. The
materials on Human and Child Rights have been collected in the Movement
Resource Center.
The vitally essential aspect of today is
Conflict Resolution and Non-Violent education. In fact, many of the
young people have no habits of positive and tolerant
relationship at school and in the family. So the destructive phenomenon
appeared: drug addiction, criminality, begging and homelessness. These
cause confusion, psychological trauma and depression, the
violent and conflictual behavior among young people. For example
in Ukraine: - Every fourth crime is committed by the teenagers (the youngest being 12-14 years old), -
rising crime and homelessness of kids are linked (the reasons of
it are the conflicts in the family-19% , at school-11% , 10% of
homeless girls become street-walkers.
According to the
statistic: 60% of the teenagers who addressed to Kiev Youth
social Service had the conflict situation at home or at school. The
sociologists pointed out the increasing of the cases of violence and
conflicts among adults and kids. At the same time in Ukraine there are
no special educating national programmes, technologies , curriculum or
textbooks at schools on conflict resolution and non-violence, the
teachers and students have not been taught the methods and forms
of the conflict handling and mediation. Our Movement
has gained 10-year experience working with these issues, as a result of
it- the first in Ukraine Center for Conflictology, Youth Service
"Conflict" have been established. We have also the network of
good trainers and worked out technology on the basis of 4 pilot centers
under the project "Hope" with the practical help of the British
psychologists, qualified trainers - John and Diana Lampen and financial
support of Charity Know How Fund (UK). On more than 50 practical
seminars, workshops, conferences for teachers, Summer camp training,
psychologists and students we have often discussed and offered training
in how to handle conflicts and relationships without violence. The
conflictologists worked out and translated a dozen books on conflict
resolution and mediation lessons for different school levels.
4.
The Movement has gained a good long-term progress in developing youth
peacemaking activity through some special associations and clubs:
-
The Youth Association "New Leaders' Generation" which acts at the
Movement 3 years is an active follower of peacemaking ideas and is
known all over Ukraine. More than 200 young leaders prepared and
conducted 4700 trainings and master-classes, including 150 - for
teachers and administrators and 110 - for parents. They realized 23
social projects (among them: "Gender Culture of Youth",
"Prevention of the people selling", "XXI century - without drugs
and Aids" and others), Forum "Goals of a New Millenium Development and
Service to Society", Peace Race - "For the Sake of Life", gathered
materials and presented "The Peace Book"; - -
Youth-cultural center "Prometey" and 2 youth clubs "Mediator" and
Youth- Gender club "Yunka" aimed their activity at the
realization of the youth peace-loving policy, social adaptation,
formation of tolerant and non- violent behavior and healthy habits of
life gender equality, etc. Some of the activists have become the
leaders, mediators at schools and Clubs of friendship. - -
The Center of Non-violent Conflictology (firstly in the sphere of
education) has been founded by the Movement in 1998 as a result
of cooperation on joint British-Ukrainian Project "Hope" initiated by
the British trainers Diana and John Lampen. The Center's results: More
than 120 teachers and psychologists were involved by this Center to
develop the conflict resolution and mediation technologies at 5 pilot
regional centers of Ukraine. More than 200 seminars and trainings were
held in 15 regions (75 schools, kindergartens, institute and
universities), 7 methodical manuals and 2 booklets have been
published to help the teachers on handling conflicts, games of tolerant
communication, peer mediation, other a Culture of Peace issues; - -
The Movement has initiated the first School of a Culture of Peace in
Lugansk (Secondary School 47) as a pilot school for approbation of the
Ukrainian a Culture of Peace Model. The 3-years of this school
experience firstly was introduced and approved at the Session of Public
Movement University and last year it was highly appreciated at the
All-Ukrainian seminar held by the European Council. They created the
complex system of learning the ideas of Peace and Non-Violence through
the school subjects curriculum and out-of-lessons centers using the
principles of the Ukrainian Model. - - 4 Peace Museums have begun their work at schools under the Ukrainian Movement. - - The Movement Resource Center for methodical and informational help of peacemakers

ADVICE: What advice would you like to
give to the Secretary-General and the General Assembly to promote a
culture of peace and nonviolence during the second half of the Decade? |
It's
a pity but the Movement does not receive any resources and tools
directly from UNESCO. We learn about UNESCO events through the
International Peace Bureau or National UNESCO Commission. We would like
to have information and resources from UNESCO for future.

PLANS: What new engagements are
planned by your organization to promote a culture of peace and
nonviolence in the second half of the Decade (2005-2010)? |
. Some new Movement projects planned for 2005:
1) 2005 is the year of the civic education. Our actions:
- Seminar "Innovative methods in civic education";
- X Session of the University of a Culture of Peace "Content and ways of the civic education in the context of Ukrainian a Culture of Peace Model" - School of the citizenship: Debates"To be socially-useful citizen is your duty; - - Youth summer camp: training " Youth and civic responsibility and selfgoverning"; - 2. 2005-year of 60-th Anniversary of Great Victory over fascism:
- "Peace lessons" in all Movement chapters(schools); - - Patriotic actions "Memorize the deeds of those who died for Peace" - - Peace race expedition"By the roads of Heroes" - 3. Commemoraton Day- The Peace Prayer( to 60th year of Hiroshima & Nagasaki tragedy);

We
hope that we'll manage to help our new Government to build peaceful
democratic just and flourishing country. Next 5 years we'll do
our best to enrich national education by implementing National program
" A Culture of Peace" and the areas of Ukrainian Model into Ukrainian
educational establishments.
The other dream is to arrange the XIIIth World Peace Congress in Ukraine.
