PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |

O
lançamento do Ano da Cultura de Paz, pela Unesco, teve um grande
impacto no Brasil. Não somente pelos milhões de adesões e compromissos
obtidos; além disso, pela criação, em muitas universidades, de grupos
de trabalhos e de centros de pesquisas, sobre o tema vital da paz e não
violência. Esta oportuna iniciativa desdobrou-se no Decênio da Cultura
de Paz, em pleno curso. Em sinergia com este movimento
imprescindível, a Unipaz lançou, em 1999, o primeiro número de sua Meta
- revista holística transdisciplinar, como um veículo da Rede da Paz,
totalmente sintonizada com este programa da Unesco. Foram publicadas
cinco revistas, até 2001.Um anexo sobre este tema foi também publicado,
em 2003, na sétima edição, inteiramente revista e atualizada, da edição
brasileira do livro de Pierre Weil, “A Arte de Viver em Paz”. Desde
o ano de 2003, estamos realizando e veiculando, juntamente com a União
Planetária, o programa, Ética e Sustentabilidade, onde focamos a
questão dentro das diferentes abordagens e atividades: educação, meio
ambiente, agricultura, política, arquitetura e urbanismo, entre outras.
Temos mais de 60 entrevistas realizadas, com pessoas de destaque nas
diferentes áreas, que trazem um novo olhar, visando uma cultura de paz,
sustentada numa nova ética e um novo patamar de sustentabilidade para a
humanidade. Nesse momento, estamos veiculando os programas em 26
cidades brasileiras, sendo 18 capitais de estados, em horários nobres
de programas locais, da Mais TV e Net. No ano de 2004, realizamos
o projeto, Minuto da Água, através da rádio de maior audiência do
Distrito Federal, que atinge todos os públicos e camadas da sociedade
de Brasília. O programa visa, através de mensagens curtas e objetivas,
esclarecer a necessidade do cuidado com a água e os recursos naturais,
cultivando a reflexão sobre a necessidade de pensar globalmente e agir
localmente.

The inauguration of UNESCO’s
Year for a Culture of Peace had a great impact in Brazil.
Millions of citizens gave their support and commitments; in
many universities, work-groups and research centres were created
about the vital theme of peace and non-violence. This timely
initiative led to the Decade for a Culture of Peace, on which we are
now. As part of this wide mobilization, the Universidade da Paz
(University of Peace) in Brasília published in 1999 the first
issue of its magazine “Meta”, a holistic, interdisciplinary and
transdisciplinary publication, a vehicle of the Network of Peace
(Rede da Paz). Five editions of the magazine were published,
up to 2001. A book on this theme was also published
in 2002, in its seventh, enlarged and updated edition: it is the
work by Pierre Weil, “The Art of Living in Peace”. Since
2003, Unipaz has been producing and presenting the TV show
“Ethics and Sustainability”.in association with the NGO União
Planetária (Planetary Union, based in Brasília city). The show
examines the process of peace from the viewpoints of actions
related to education, environment, agriculture, politics,
public policies, arquitecture, city planning and other themes.
We have made more than 60 interviews with leading people in
different areas. These people bring new visions aiming at a
culture of peace based on a new Ethics and a higher level of
sustainability for humankind. In 2005 the TV show is transmitted
in primetime to 26 Brazilian cities, of which 18 cities are State
Capitals, through the Networks “Mais TV” and “Net”. In the
year 2004, we developed the project “Water Minute”, with one minute
messages in the radio station which has the biggest
audience in the Federal District, getting to all social classes in
Brasilia city and the region around it. With clear, short
messages, this radio show educates the public about the
importance of preserving both water resources and
Nature as a whole. It stimulates a deeper consciousness about the
need to think globally and act locally.

OBSTACLES: What are the most important obstacles that have prevented progress?
|
Percebemos
como sendo um dos maiores obstáculos o fato do conceito de Paz ser
limitado, com relação ao grande público, às questões bélicas.
Também podemos observar uma tendência reducionista, que limita o
conceito de Cultura de Paz ao seu aspecto exclusivamente sociológico.
Em nossas pesquisas, temos ampliado esta visão, norteadora de uma
práxis integral, abrangendo o seu aspecto individual, sócio-econômico,
ambiental e transpessoal. Ao pretender lançar, sobretudo na rede
educacional pública e, também, na particular, nossos programas de
Educação para a Paz, a Unipaz tem se deparado com um outro obstáculo,
que é a ausência de uma legislação de Educação para a Paz. Neste
contexto, constatamos um índice crescente de violência contra os seres
humanos, sobretudo provocado pelo narcotráfico, pelo consumo de drogas
e pelo tráfico de armas de fogo. Assim como a violência contra a
natureza, mediante a destruição das florestas, dos ecossistemas, dos
recursos naturais, dizimando e extinguindo espécimes, e não honrando
decisões soberanas, como o Protocolo de Kyoto.

One
of the major obstacles is the fact that in the eyes of the wider
public, the concept of Peace is limited to the absence of
military conflict. We also identify a second reductionist trend,
which tries to limit the concept of Culture of Peace
merely to its sociological aspect. During our activities,
we have been broadening this vision. We aim at inspiring an
integrated praxis which includes personal, transpersonal,
socio-economical and environmental dimensions of life. While
endeavouring to develop its Peace Education projects both in
public and private schools, the Unipaz has had to face several
obstacles. First, there is an absence of
legislation for peace education. Second, we see
increasing levels of violence against citizens, provoked by
drugdealers, by the consumption of illegal drugs and by the traffic of
weapons. We also have to face environmental aggression,
destruction of ecosystems and natural resources, the fact that
living species are threatened by extinction and the lack of
efficient public environmental policies. For instance,
Brazil has not ratified the Kyoto Protocol.

ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?
|
São
várias e amplas as ações que a Unipaz tem realizado, em quase duas
décadas, contribuindo para a construção de uma cultura de Paz. Em
primeiro lugar, o planejamento e execução de programas e projetos de
Educação para a Paz, ao nível de sensibilização, de formação e de
pós-formação. Com relação ao primeiro nível, o de sensibilizarão, a
Unipaz-Brasil tem realizado, em todo o território nacional, um
seminário intitulado, A Arte de Viver em Paz, com doze horas de
duração, distinguindo: . A Paz consigo mesmo, ao nível corporal, emocional e mental; . A Paz com os outros, ao nível cultural, sócio-político e econômico; . A Paz com a Natureza, ao nível da matéria, da vida e da informação.
O livro deste seminário, já citado, tem edições em francês e Inglês,
pela Unesco, encontrando-se disponível em todas as livrarias da Unesco
do mundo. Uma pesquisa realizada sobre uma amostra de 100 sujeitos, apresentou os seguintes resultados:

Um grupo de 340 agentes da Policia Militar, assim responderam, com relação ao processo de aquisição de novas atitudes:

Estudos desta natureza precisam ser desenvolvidos, já que nos
esclarecem sobre a qualidade e a direção de nossas ações concretas, na
tarefa desafiadora de construir uma Cultura de Paz, no caso presente,
individual. Em nível de formação, a Unipaz realiza um programa, de
dois anos de duração, a Formação Holística de Base. Com uma
fundamentação transdisciplinar, cada vez mais em cooperação com
diversas universidades, esta formação já atingiu milhares de
indivíduos, das mais diversas competências, promovendo uma
indispensável mudança paradigmática, um novo aprender a aprender,
visando uma cultura de paz que se irradia, a partir da transformação
individual. Outros processos formativos, que a Unipaz tem oferecido
há muitos anos, também colaboram na construção de uma cultura de Paz: a
Formação Holística de Jovens, a Formação de Jovens Líderes, A Formação
em Abordagem Transpessoal, a Formação em Dinâmica Energética do
Psiquismo, a Formação em Core Energetics e a Formação em Síntese
Transacional e Ecologia do Ser. De forma convergente, foi criado
o Colégio Internacional dos Terapeutas – Cit, com sede na Unipaz de
Brasília, que desenvolve uma arte de cuidar, também fundamentada numa
ecologia profunda, que abrange o indivíduo, a sociedade e o meio
ambiente. Baseado na concepção da Organização Mundial de Saúde, que
define a saúde como um estado de bem-estar psicossomático, social,
ambiental e espiritual, o Cit tem sido um espaço de desenvolvimento e
de integração de cuidadores de uma saúde integral, geradora de uma
atitude harmoniosa e pacífica, a nível intra, interpessoal e
intergrupal. A Rede Unipaz tem realizado dezenas de simpósios,
fóruns e congressos, a nível regional, nacional e internacional, sempre
destacando a Cultura de Paz, como um dos temas centrais. Nosso Décimo
Congresso Holístico Internacional ocorrerá na cidade de São Paulo, em
setembro de 2005.

In its effort to build a culture
of peace, Unipaz has been developing for almost two decades several
wide and far-reaching actions. First, we have planned and
implemented projects of Education for Peace at three levels:
introductory (aiming at sensibility), non-academical
holistic graduation, and postgraduation. As to the first and
introductory level, the Unipaz-Brasil has developed
in many different parts of the country a workshop called
“The Art of Living in Peace”, with 12 hours’ work, which has
these main themes: *Peace with oneself; *Peace with the others, at the cultural, social, political and economical levels; *Peace with Nature, at the physical and vital levels, and at the level of information.
The
book on this seminar, as stated above, was published in
English and French by Unesco, and it is available in
every Unesco bookshop around the world.
A survey among 100 students of this seminar showed the following results:

A group of 340 Military Police men answered , as to the acquisition of new attitudes:

Researches
along these lines should be developed in order to further
assess the quality and direction of our practical actions in the task
of building a Peace Culture.
At the level of graduation, the
Unipaz develops a two-year project, the Basic Holistic
Graduation. With interdisciplinary methods and approaches,
in an increasing cooperation with several universities, the Holistic
Graduation hast taught thousands of persons of different professions
and provoked a deep paradigm change. A new process of
learning to learn aims at a peace culture that emerges from individual
transformation. Other graduation courses, which Unipaz has beeen
offering for years, help building a peace culture: the graduation
in Transpersonal Approach, the graduation in Energetical Dynamics of
Psyquism, the graduation in Core Energetics and the graduation in
Transactional Synthesis and the Ecology of Being. The
International College of Therapists (Colégio Internacional de
Terapeutas, CIT) was created and established in the campus of
Unipaz-Brasília. The College of Therapists develops the art of caring.
Its action is based upon a deep
ecology perception of life, which includes individual, society and
environment, simultaneously. Based on the concept adopted by the
World Health Organization, which defines health as a state of
psychosomatic well-being, both social, environmental and
spiritual, the CIT has been an efficient tool for the development
of caretakers working for an integrated health-process,
which brings about a peaaceful and harmonious attitude at the personal,
interpersonal and intergroup levels. The Unipaz Network has
promoted many Symposia, Congresses and public debates at local,
regional and international levels in order to discuss the creation of a
peace culture and related issues. Our tenth International
Holistic Congress will take place in São Paulo city in September
2005.

ADVICE: What advice would you like to
give to the Secretary-General and the General Assembly to promote a
culture of peace and nonviolence during the second half of the Decade? |
Conscientizar
os estados membros de que, na sua maioria, estão imersos em uma Cultura
de Guerra, como indicam estas evidências: a ocorrência de dezenas de
guerras, que transcorrem de forma brutal e simultaneamente; o culto aos
heróis bélicos, através de monumentos, nomes de praças e avenidas, nos
manuais de história; os hinos nacionais onde se destaca a prepotência e
o aspecto sanguinário; os jogos de guerra e os esportes competitivos.
Também é oportuno recomendar estudos sérios e pesquisas, sobre a
existência de culturas naturais de paz. Por exemplo, os países que
nunca ou raramente entraram em guerra nas suas histórias, verificando
suas características individuais, sócio-econômicas, culturais e
ambientais. Tudo indica que o Brasil seja uma destas culturas, que se
encontra ameaçada gravemente, por múltiplos fatores, como o do
narcotráfico. Esta violência pode ser amenizada, através de medidas
como o da regulamentação da venda de drogas, paralelamente à educação
preventiva e a terapia das vítimas de drogadição.

To
raise consciousness among member states about the fact that they
are immersed in a Culture of War. This reality is indicated by several
evidences: *the simultaneous occurrence of dozens of brutal wars; *the cult of war heros through monuments and through the name given to public squares and avenues; *the
culture of war is present in History books and national anthems, where
despotism and violence are outstanding, in war games and competitive
sports.
We must also recommend surveys and
investigations about the existence of natural cultures of peace
in different regions of the world. Por instance, the
countries which have never or rarely made wars should have
their cultures and religions better studied. Their individual,
socio-economical and environmental characteristics should be examined.
Brazil has its own cultural traditions of peace, now
threatened by drug-traffic and other factors. Violence can be
reduced through public policy measures like legal control of
drug sales, pre-emptive education on the issue and therapy
for the victims of drug-addiction.

PLANS: What new engagements are
planned by your organization to promote a culture of peace and
nonviolence in the second half of the Decade (2005-2010)? |
Visando
uma ampliação de nossos programas de Educação para a Paz, a Unipaz
pretende estender a sua ação dentro do Brasil, na América do Norte,
Espanha, Austrália e China, bem como a todos os locais, onde existem
solicitações neste sentido. Ela pretende, também, desenvolver uma
dinâmica participativa, no interior de sua própria Rede, assim como
incrementar a sua participação em redes de Paz e em convênios com
outras universidades e instituições diversas. No ano de 2004, o
Prêmio Nobel da Paz foi entregue a uma mulher, que vem trabalhando pela
preservação da Natureza. Assim, entendemos ser fundamental ampliar e
fortalecer as parcerias com instituições que trabalham no
desenvolvimento de uma nova Pedagogia Integral, objetivando um novo
patamar relacional da humanidade com o Planeta Terra, estendendo assim
a vivência da Paz com relação a todas as manifestações de Vida,
juntamente com a expressão humana.

EIGHTH QUESTION: On Plans
In
order to expand its projects of Education for Peace, Unipaz intends to
increase its actions in Brazil and to take them to new countries,
including United States of America, Spain, Australia, China and
every city or region where there is a request for that. Unipaz
also intends to develop and improve the work of its own Network;
to join more peace networks, and to establish
partnerships with other universities and institutions.
In 2004, the Peace Nobel Prize was given to Wangari
Maathai, a woman who works for the environmental protection in Africa.
This is a significant fact, and we think that it is of
fundamental importance to increase and strenghten partnerships with
institutions working with a new Integrated Pedagogy, aiming at a
new level of relationship between humankind and the Planet Earth, so
that there may be more Peace and harmony in the interrelationship
which unites all forms of life.
