PROGRESS: Has your organization seen
progress toward a culture of peace and nonviolence in your domain of
action and in your constituency during the first half of the Decade? |
In
local scope (Rio de Janeiro), the progress was in terms of our
conscienceness with regard to how unsustainable it is to deny the
security rights of the population that lives in favelas and poor areas
of the periphery. The situation of urban violence deteriorated
significantly. In national scope (Brazil), the Plan of Security
of the Lula Government is a beginning. In world scope, the Ibase,
as integral entity of the Organizing Committee and later the
International Office of the World Social Forum, witnessed the emergence
of a big movement for peace, against war and for a culture of human
rights, of tolerance, respect to the diversity and against
fundamentalisms.

Em
âmbito local (Rio de Janeiro), o progresso foi em termos de consciência
do quanto é insustentável a negação de direitos de segurança à
população que vive em favelas e áreas pobres da periferia. A
situação de violência urbana deteriorou-se significativamente.
Em âmbito nacional (Brasil), o Plano de Segurança do Governo Lula é um começo.
Em
âmbito mundial, o Ibase, como entidade integrante do Comitê Organizador
e depois da Secretaria Internacional do Fórum Social Mundial,
testemunhou a emergência de um grande movimento pela paz, contra a
guerra e por uma cultura de direitos humanos, de tolerância, respeito à
diversidade e contra fundamentalismos.

OBSTACLES: What are the most important obstacles that have prevented progress?

The
local governments (town and State of Rio) are an obstacle in that they
do not prioritise a perspective of social inclusion, of a city for
everybody and all. In world scope, the unilateralism and the
option taken to impose imperialism by the administration Bush are a big
obstacle.

Os
governos locais (município e Estado do Rio) são um obstáculo na
medida em que não priorizam uma perspectiva de inclusão social, de uma
cidade para todos e todas.
Em âmbito mundial, o unilateralismo e a opção pela imposição do imperialismo pela administração Bush são um grande obstáculo.

ACTIONS: What actions have been
undertaken by your organization to promote a culture of peace and
nonviolence during the first half of the Decade?
|
The
discussion group on violence, of the project Social Agenda, is the main
action of the Ibase in the period. We published a book and we
participated actively in the preparation of the Thematic Forum (about
human rights, drug trafficking and violence), in Cartagena, in
Colombia. The several actions of the project Social Agenda are
going to create a culture of peace and a protective social tissue
capable of intervening in the politics of security and regarding the
city, having the people from the favelas as the protagonists.
The FSM becomes place of articulation of movements against the war and for the peace.

O
grupo de interlocução sobre violência, do projeto Agenda Social, é a
principal ação do Ibase no período. Publicamos um livro e participamos
ativamente na preparação do Fórum Temático (sobre direitos humanos,
narcotráfico e violência), em Cartagena, na Colômbia. As várias ações
do projeto Agenda Social visam criar uma cultura de paz e um tecido
social protetor, capaz de incidir nas políticas de segurança e em
relação à cidade, tendo os(as) favelados(as) como protagonistas.
O FSM torna-se lugar de confluência e articulação de movimentos contra a guerra e pela paz.
