PROGRESS: Has your organization seen progress toward a culture of peace and nonviolence in your domain of action and in your constituency during the first half of the Decade?

Yes :

* We have conducted a programme for dialogue between the diverse opposition parties, including Islamists, and together we worked out a national formula for political reform in Yemen.
* We have also managed, in cooperation with Yemeni women associations and international organizations operating in Yemen, to get an initial obligation from all political parties, including the governing party, to adopt a quota system for women participation in the coming elections.

Measures of success:  
                         
* The political parties’ acceptance to take part in and support our programmes, and to adopt our suggestions in their statements and stances.
* Active participation of women associations in our debates.
* Positive response of the media, public and especially opposition parties to our programmes.

OBSTACLES: What are the most important obstacles that have prevented progress?

Major obstacles encountered :

* Specialized expertise to set established criteria and professional indicators for measuring political development in general, and good judgement in particular, and determining the inputs of each indicator.
* Technical potential to compile, classify and entitle the data on the national and international levels.

ACTIONS: What actions have been undertaken by your organization to promote a culture of peace and nonviolence during the first half of the Decade?

Action areas :

* Effective wide-scale political participation
* Advocacy of freedom of political choice, being a basic right among human rights guaranteed and affirmed by national and international conventions.
* Political empowerment of Yemeni women. Women’s active political participation guarantees legal, social and economic rights for women in the society.

Most important activities developed :

The Political Development Forum is a newly born society (less than one year of age); however, it has conducted numerous political dialogue programmes, as well as awareness programmes through "Politics in Colours" (Al-Siyasa fi Alwan), a media program addressed to local public opinion and ordinary citizens. The program aims to create a positive popular impression of political participation, parties and the political establishment in a way that limits the current negative popular impression.

ADVICE: What advice would you like to give to the Secretary-General and the General Assembly to promote a culture of peace and nonviolence during the second half of the Decade?


PARTNERSHIPS: What partnerships and networks does your organization participate in, thus strengthening the global movement for a culture of peace?


PLANS: What new engagements are planned by your organization to promote a culture of peace and nonviolence in the second half of the Decade (2005-2010)?

Forging a partnership with Arab organizations concerned with political development, taking reference in the UN reports on Arab political development. Such partnership would work to raise awareness on the issues included in the UN reports, and set up a follow-up mechanism to monitor the execution of recommendations and measure the progress achieved in each Arab country. The established partnership could benefit greatly from the Arab Societal Observatory, an important strategic project adopted by the Bibliotheca Alexandrina (Egypt).
