PROGRESS: Has your organization seen progress toward a culture of peace and nonviolence in your domain of action and in your constituency during the first half of the Decade?

- increased working for the promotion and building of peace, conflict transformation by peaceful means, and abolition of war and institutions of war
- building, development and strengthening of peacebuilding institutions, including the promotion of peace education, development of civil peace services, peace institutes, and nonviolent peaceforces
- increasing engagement and interest by communities, schools and governments in provision of peace education
- strengthened cooperation between local, national and international initiatives engaged in peacebuilding, conflict transformation, training for conflict transformation, and peace education, including sharing of approaches and methodologies for training

OBSTACLES: What are the most important obstacles that have prevented progress?

- spread of militarism and militarisation amongst several governments and non-state actors
- neoliberalism and anti-democratic political and economic orders
- global military expenditures and powerful think tanks and organisations supporting war-fueling political, economic and social policies within countries and globally
- lack of transparency, openness and democracy in international and national media

ACTIONS: What actions have been undertaken by your organization to promote a culture of peace and nonviolence during the first half of the Decade?

- creation of the world's first on-line global peace university: TRANSCEND Peace University (TPU) (with TRANSCEND)
- more than 65 training programmes on the promotion of a culture of peace in 32 countries, including for government officials, NGOs, media, teachers, students, and others
- 20 training programmes on the promotion of conflict transformation, peacebuilding, and a culture of peace nationally (within Romania)
- support for a global peace and the arts network: TRANSCEND Peace and the Arts Network
- promotion of peace education in schools and universities locally and globally
- creation of a new global book series on "Constructive Peace Studies: Peace by Peaceful Means" in cooperation with Pluto Press
- active engagement in peacebuilding processes in Somalia, Nepal, Colombia, and Aceh
- capacity building for peacebuilding and conflict transformation by peaceful means
- European Peace Festival in 2002
- TRANSCEND Summer Peace Institute in 2002
- Solidarity March for Peace and Democracy from Cluj-Napoca to Bucharest 2002 (510km)
- development and publishing of 'Peace Journal' (Romanian)
- support for the creation of a Ministry for Peace in the UK
- membership and support for the development of Nonviolent Peaceforce
- peace education courses in schools

ADVICE: What advice would you like to give to the Secretary-General and the General Assembly to promote a culture of peace and nonviolence during the second half of the Decade?

- support initiatives to share and collect experiences and positive examples, incl. lessons learned, for peace education regionally and globally
- lend strong encouragement and support to the creation of Nonviolent Peaceforce
- a global initiative to reduce arms expenditures and increase expenditures for meeting basic needs and promotion of a culture of peace
- a call to civil society world-wide to engage and cooperate together in peacebuilding and opposition to war and violence (direct, structural and cultural)
- promote national and global projects to gather positive examples and stories, incl. methods and approaches for peacebuilding and conflict transformation from around the world
- promote the role of the arts in the creation of a culture of peace

PARTNERSHIPS: What partnerships and networks does your organization participate in, thus strengthening the global movement for a culture of peace?

Partnerships: PATRIR has entered into partnerships with:
UNDP, UNICEF, GTZ, Save the Children, TFF, University of McMaster, European Peace University, Columbia University, the Commonwealth Organisation, NOVIB, EC, UNU Japan, National Human Rights Commission Nepal, and national partners within Romania

PLANS: What new engagements are planned by your organization to promote a culture of peace and nonviolence in the second half of the Decade (2005-2010)?

- 5 years pan-European campaign (2006 - 2010) to create Civil Peace Services in every country of Europe and at the EU level
- establishment of the Global Peace University (GPU) in Cluj-Napoca in 2006/2007 academic year
- introduction of peace education into elementary and secondary education in Romania
- 2 years project with 12 partners in 11 European countries to gather and share experiences, methodologies and curriculum for peace education
